RESOLVED: a) That the submission of the three bids to the UK Government Levelling Up Fund by the 6 July 2022 deadline be approved. That, due to the increased funding envelope for Clwyd West, and on the assumption that all 3 bids are accepted, that it be recognising that there will need to be a subsequent decision by Council to vary the capital programme and accept any offer of funding at that time.
The Leader sought Members approval for the submission of the three bids to the UK Government Levelling Up Fund (LUF). The fund was intended to support investment in places where it could make the biggest difference to everyday life, and was designed to help local areas select genuine local priorities for investment. The Leader outlined the three bids and made reference to the following: Clwyd West Proposal The North Stand at Parc Eirias would be developed at a later date within the 10-year Masterplan for Eirias, and recent changes to the funding criteria provided the opportunity for Conwy to submit a standalone bid. Construction of a new South Stand would include: - hospitality, community spaces, changing rooms, medical room, media and meeting rooms; - enhancements to the existing North Stand; - installation of a 3g pitch which would provide more usage and the possibility of holding more frequent events; and - replacement of the existing running track for continued school and community use, as well as athletics events. Work streams on the development of the Aberconwy and Transport projects were in place to prepare for the LUF November round, however this opportunity may not be available, and the work on these bids was accelerated in order to submit them in this round. Aberconwy Proposal This was a package bid comprising three elements: enhancements to the arts and creative offer at Venue Cymru; providing events spaces infrastructure across the County, and the revitalization of a prominent High Street building in Llandudno. Transport Proposal It was proposed that bids be submitted for the Glan Conwy Active Travel Route and Trefriw Resilient Roads. A third project, Sappers Bridge, Betws y Coed was also under consideration, but at a much earlier stage of development. Discussion ensued as follows: · Thanks was extended to officers for their hard work in preparing the LUF bids. · How staffing costs for preparing bids had been met. - The Strategic Director – Economy and Place would provide information to Members via e-mail. · The prominent High Street building in Llandudno would remain within the ownership of a private sector owner. - Further details would be available in due course. RESOLVED: a) That the Workwise 2020 Framework be approved. b) That the project team be authorised to implement the Workwise 2020 Framework. c) That authority be given to the Strategic Leadership Team and Senior Management Team to adapt the Framework as experience is gained.
The Leader sought Members approval for the Workwise 2020 Framework. The Workwise Framework was first approved as part of the Modernisation Programme in 2015. This framework had now been updated (Workwise 2020), to reflect new ways of working as a result of changes implemented due to Covid-19. The framework aimed to proactively address the Council’s commitment to achieving carbon net zero by 2030. In respect of Covid-19 measures, the Green Phase, which would be implemented in July 2022, was welcomed as staff would no longer be required to book a desk in order to attend an office. The framework was a working document, which would provide flexibility. RESOLVED: a) That the Religion, Value and Ethics guidance, with minor adaptions be adopted as the Conwy Agreed Syllabus from Sept 2022-2027 for relevant pupils. b) That the current Conwy Agreed Syllabus for Religious Education be used by those secondary school year groups not implementing the 2022 Curriculum for Wales.
The Cabinet Member for Education sought approval for the Conwy Agreed Syllabus from September 2022-2027 Religion Values and Ethics continued to be a locally determined subject. Welsh Government had written and published ‘Religion, Values and Ethics guidance’ and it was stated that: “Should a local authority wish to adopt or adapt this guidance as their agreed syllabus they may do so”. The Conwy SACRE - Agreed Syllabus Conference on 10 March, 2022 voted unanimously to advise the Local Authority to adopt the Religion, Values and Ethics guidance (with minor adaptions) as the new Conwy Agreed Syllabus. Due to the staggered nature of the roll out of the new Curriculum for Wales, the new Agreed Syllabus would not be relevant for year groups 8 to 11 and it was advised by the Agreed Syllabus Conference that they continue to follow the current Agreed Syllabus whilst it was still relevant for their individual year group.
