The application was deferred at the January, 2023 Planning Committee (Minute 532 (ii) refers) in order for the applicant to make amendments and address Conwy County Borough Council (CCBC) Highways comments. An addendum to the report was presented, which made reference to the receipt of two further objection letters from local residents. In addition, the Principal Planning Officer verbally reported further comments received from the CCBC Planning Policy Service. The Principal Planning Officer advised Members in relation to Policy TOU/2 supporting new high quality sustainable tourism and recreational development, if certain criteria was satisfied. CCBC Planning Policy had not raised objection in terms of TOU/2 Part 2 and whether the proposal was part of an existing or proposed new tourism development scheme. In addition, whilst CCBC Planning Policy stated that there was an outstanding issue with TOU/2 1a, which only supported an all year round high quality tourism offer, which provided a range of tourism facilities and leisure activities, the Principal Planning Officer advised that this part of the policy was not referenced in other Local Planning Authority decisions and the previous appeal case, and was not a sufficient policy objection to refuse the application. In considering the application, Members were supportive of the application, subject to additional 20 percent planting on the north side of the site to alleviate the impact of the development in the landscape. Recommendation: (a) Minded to grant conditional planning permission, subject to additional 20 percent planting on the north side of the site to alleviate the impact of the development in the landscape.
