The decisions as the council's minutes record them. A plain-language summary follows once it has been written.
RESOLVED- That the minutes of the meeting of the General Licensing Committee, held on 16 January, 2023 be approved and signed as a correct record.
RESOLVED- That the variation to the Hackney Carriage Table of Fares be approved and that Officers commence the statutory consultation, with a view to implementation at the earliest opportunity, subject to any objections received. (Note: Councillor Harry Saville declared a personal and prejudicial interest in the above item, as his mother-in-law is a taxi operator based in Conwy County and therefore left the meeting whilst the item was being discussed and voted upon.)
RESOLVED- That the Public and Press be excluded from the meeting under the provisions of Section 100A of the above Act during consideration of the following items as it involves the likely disclosure of exempt information as defined in paragraph 12 of Part 4 of Schedule 12A to the Act and that in all the relevant circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.
Apologies for absence were received from Councillors Abdul Khan and Keith Eeles.

The Trading Standards and Licensing Officer presented a report, which required Members to determine a request from a private hire operator/hackney carriage proprietor to vary the existing Table of Fares. The Committee had the option to refuse the application for variation; propose an alternative variation; or agree to the variation and authorise Officers to commence the statutory consultation with a view to implementation at the earliest opportunity, subject to any objections received. Members were advised that any variation must be advertised publicly for a period of 14 days before any changes could take effect. If there were no objections, the variation advertised would come into effect at the end of the prescribed period for making representations. If valid objections were raised, Members must consider those objections and set a date for any variation to take effect, no later than two months from the date set in the prescribed variation notice. Lisa Roberts representing Castle Cabs (Conwy Ltd) addressed the Committee and reiterated her reasons for requesting a review of existing fares in order to continue to service the community and tourism at a time when operating costs had increased, namely fuel, vehicle maintenance and purchase costs. Members considered the request and made reference to the following: One Member of the Committee, whilst acknowledging the impact of inflation on businesses, expressed concern regarding the impact any increase in fares would have on families on low incomes. In response, the Trading Standards and Licensing Officer advised that the tariff set the maximum fare and that operators could charge less. In addition licensing fees had been reviewed and there were some reductions proposed. The licensing fees were currently being consulted upon with a view of implementation on 1 April, 2023, subject to any objections received. In considering the request, it was proposed and seconded that the variation be agreed and that statutory consultation be undertaken. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
