The Harbour Master provided Members of the Conwy Harbour Advisory Committee with an update on the past and planned operations within the Harbour Authority and the surrounding local area, as follows: · Fire at Conwy Marina During the early hours of Sunday, 28 August, 2022 a vessel caught fire within Conwy Marina. Two vessels sank and two were damaged. Harbour staff attended on site with pollution prevention equipment and a wreck removal plan was devised to raise the two sunken wrecks. Wreck removal operations commenced on Monday, 29 August, 2022 using a diving team, pumps and the crane on the mooring vessel “Jac y Do”. No persons were injured during the fire. • Vessel charters and dry-dock Jac y Do was recently chartered to assist with installation of the sand supply pipeline as part of the beach nourishment works at Colwyn Bay and the patrol vessel “Endeavour” was subsequently used for crew transfer operations with the dredger. In addition, Jac y Do was recently chartered to deploy spat collectors in Conwy Bay for the Wild Oyster Project and also assisted with dredging and diving operations at the Conwy Marina sill gate. A further charter was scheduled for mid-September, 2022 to facilitate additional diving works, after which the vessel would be dry-docked for approximately four weeks to allow essential maintenance tasks to be completed. • Fatal Incident at Beacons Pontoon On Thursday, 14 July 2022, three friends got into difficulty whilst paddle boarding near the Beacons Pontoon, located near the entrance to Conwy Harbour. Despite the best efforts of rescue crews a young lady sadly drowned. Police had launched an investigation into the circumstances leading up to the incident and the local coroner had also been informed. A report on the incident had been presented to the Marine Accident Investigation Branch (MAIB). Members conveyed their deepest sympathy to the victim’s family and friends. In addition, the Harbour Master assured Members that the Conwy Harbour Advisory Committee would be kept informed of developments. • Harbour Office Repair Repair works had commenced to the Harbour Office bay window, which was damaged in a vehicle collision. Staff were temporarily based in a port-a-cabin located in the Harbour carpark. All stakeholders had been advised that some services may be restricted as a result e.g. taking credit card payments. • Harbour Approach Channel A drone survey had recently taken place at the Harbour over the low water period on a spring tide. The photographic evidence demonstrated that the main approach channel had now migrated to the Deganwy side of the harbour. Images captured by the drone had been shared with stakeholders. Members welcomed the informative update and went on to discuss the following: • Thanks was conveyed to the Harbour Master for the improvements to the scrubbing berths in terms of signage. Thanks was also conveyed to the Harbour Master and emergency services for their response to the fire at the marina. • Members were informed that the North Wales Cruising Club were selling their premises, which in turn, would result in the loss of showering and laundry facilities. In response, the Harbour Master advised that the loss of the facilities had been raised with Conwy’s Environment, Roads and Facilities Service. • The economic viability of having an officer on the Beacons during the summer months was questioned. In response, the Harbour Master advised that the primary reason for a member of staff to be located at the Beacons was for safety and checking registrations etc. • A request to raise the flood gate, located immediately in front of the arch on the Quay, in order to allow the majority of the water to soak away onto the beach naturally was requested. In response, the Harbour Master advised that he would liaise with Flood Defence colleagues as to the best way forward. One option was to remove the flood gate and replace it as and when required. A small chain could be used to deter people falling down the steps. AGREED: That the report be noted and further enquiries be made in terms of alternative options for the flood gate located on the Quay.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
