The Harbour Master provided Members of the Conwy Harbour Advisory Committee with an update on the past and planned operations within the Harbour Authority and the surrounding local area, as follows: · Small Scale Coastal Infrastructure Scheme Two concrete scrubbing pads had been constructed against the quay wall, providing an elevated clean base for vessels to dry out on, ready for maintenance work. Two further stainless steel ladders had been fitted to the quay wall providing full coverage along its entire length, helping to improve safe access for vessels and providing improved egress should any persons fall into the water. Installation of the new pontoon egress ladders was ongoing. · Marine Accident Investigation Branch (MAIB) report into the fatal incident Menai Straits 2020 (‘Rib Tickler’ collision) The Marine Accident Investigation Branch (MAIB) had published the investigation report into the fatal incident, which occurred in the Menai Straits on 8 August, 2020. In summary, a Personal Water Craft (PWC / jetski) collided with a vessel due to a combination of inexperience, dangerous manoeuvring, high speeds and operator error. Following a review of the MAIB’s findings, additional measures would be implemented to reduce risk in Conwy’s waters. Harbour staff would continue to operate the main launching slipways during busy periods and waterborne patrols would be deployed as appropriate. · Replacement vessel for storm damaged RIB The Harbour had taken delivery of a 19 foot (5.8 metres) aluminium mono hull patrol / work vessel. The vessel was fitted with a 115 horse power engine and capable of speeds of up to 30 knots i.e. sufficiently fast to engage with speeding vessels and PWC. · Dry-dock of ‘Jac y Do’ Due to additional commitments generated by the three winter storms, the dry-dock of ‘Jac y Do’ had been delayed until September 2022. · Dredging Dredging of the wooden access jetty was completed in April, 2022. Siltation rates would be monitored and action taken as required. In addition, reference was made to the following: The MAIB report into the tragic loss of the fishing vessel ‘Nicola Faith’ had been circulated as part of the statutory consultation process. The report would be published within the forthcoming weeks and a summary of the report findings would be provided to Members at the next scheduled Conwy Harbour Advisory Committee meeting. Mr Jamie Masters had recently been employed as Harbour Boat Operative. Members were informed that it took approximately two years to expose and train new staff to all Harbour operations and so recruiting and retaining good personnel was essential. The partnership between Conwy Harbour and Coleg Llandrillo had helped secure another Merchant Navy Apprenticeship. Two other recent Harbour trainees had also secured employment within the sector. The Vessel ‘Helen II’ had now been launched and renamed ‘Helen of Conwy’. The plan of the Trustees was to ensure the Vessel was available to provide sailing experiences across the spectrum of ages, abilities and backgrounds. Members welcomed the informative update and went on to discuss the following: · The draft MAIB report into the tragic loss of the fishing vessel ‘Nicola Faith’ made sad reading. It was hoped lessons would be learned by all those involved. In addition, reference was made to the modification of boats on the Harbour and whose responsibility it was to restrict unsafe modifications/vessels. In response, the Harbour Master advised that the Maritime Coastguard Agency (MCA) were the primary body. The Harbour Master had raised concerns with the vessel skipper and MCA. · It was hoped that the vertical paint marks located on the scrubbing berths would become a permanent feature. · The 2022 Conwy River Festival was to take place on 16 and 17 July, 2022. The La-La Rally was scheduled for 8, 9 and 10 July, 2022. A warm welcome was extended to all.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
