RESOLVED: That the Notice of Motion in respect of Community Public Access Defibrillators is not supported.
Councillor Harry Saville presented a Notice of Motion as follows: Conwy County Borough Council notes: • The presentation provided to the Council’s Member Development and Information Forum by Llandudno Rotary on 23 July 2026; • The public health benefits of Community Public Access Defibrillators and CPR training; • Llandudno Rotary’s programme to both place and sustain these important assets both in Llandudno and elsewhere within Conwy County Borough; • The programme’s outreach activities, including providing CPR training at Ysgol Aberconwy. Council resolves in principle to: • Politically endorse Llandudno Rotary’s programme; • Seek to grant permission to site defibrillators on Council infrastructure where practical; • Support the provision of defibrillators in residential areas where practical; • Support outreach activities where practical so more people complete CPR training; The Notice of Motion also asked Council to further resolve to commit to reasonable engagement with Llandudno Rotary and other relevant stakeholders to deliver points 1 – 4 above. The Head of Environment, Roads and Facilities had advised that practical considerations would need to be taken into account when installing defibrillators on Council infrastructure and had confirmed that the practicalities and implications would be explored. The following was discussed: · The work of the Rotary Club was commended. · It was noted that defibrillators had been installed in many rural communities for several years through the work of Town and Community Councils. · It was noted that the Council already supported the installation of defibrillators on public buildings. · Clarification was sought regarding whether the Council imposed any charges for the use of its infrastructure. It was agreed that this would be investigated and a response provided. · Concern was expressed that not all defibrillators were registered with the Ambulance Service, which could cause operational issues. Registered defibrillators were serviced and maintained, and the Ambulance Service also provided training. RESOLVED: That the Notice of Motion in respect of Community Public Access Defibrillators is not supported.

RESOLVED: a) That the proposed inclusion of people living with a terminal illness in Conwy’s Council Tax Reduction Scheme be referred to the Finance and Resources Overview and Scrutiny Committee for consideration. b) That the Council lobby the Welsh Government to include terminal illness within the Council Tax Reduction Scheme Regulations and to fully fund the scheme centrally through the Revenue Support Grant allocated to individual councils in Wales. c) That consideration be given to prioritising housing adaptations for residents with a terminal diagnosis, to ensure they receive timely support to remain in their homes during the final stages of their lives.
Councillor Cheryl Carlisle presented a Notice of Motion as follows: I ask this Council to kindly support the following three issues today – 1) That we consider including people living with a terminal illness into the Council Tax Reduction Scheme in Conwy. This will enable residents in their last twelve months of life to receive a 100% council tax reduction, with the level of support reflecting the household size. This eligibility would be based on the Special Rules for End-of-Life criteria, which is evidenced by the medical form SR1. A report to Finances and Resources Overview and Scrutiny Committee would be the way forward for this matter. 2) That this Council lobbies the Welsh Government for the inclusion of terminal illness within the Council Tax Reduction Scheme Regulations, and for the scheme to be fully funded centrally through the Revenue Support Grant to individual Councils in Wales. 3) That Conwy Council considers prioritising housing adaptations for those residents with a terminal diagnosis, so they receive the timely support they need to enable them to stay in their homes in their final stages of life. In accordance with the Constitution, the Chair advised that point 1 above would be referred to the Finance and Resources Overview and Scrutiny Committee for consideration. The following was discussed: · It was suggested that a joint meeting of the Finance and Resources and Social Care and Health Overview and Scrutiny Committees be considered, with representation from the National Health Service, to examine Council Tax reductions for people living with a terminal illness. · Concern was expressed regarding the financial implications for the Council; however, it was suggested that national funding should be provided through the Revenue Support Grant. · The Cabinet Member for Integrated Adult Services and HR advised that the needs of people with a terminal illness, together with any eligibility for funding, were assessed as a matter of urgency. Council officers worked with partner services to support people to remain in their own homes. · The cost of the Careline service for vulnerable residents was highlighted.

The Cabinet Member for a Sustainable Economy and Communications presented a report on the Visitor Levy Consultation - Results and Decision on Adoption of a Visitor Levy in Conwy County Borough. Members discussed the following: · Conwy County received a significant number of visitors each year. It was noted that visitor levies were already in place across much of Europe and that improvements to local infrastructure were required. · It was suggested that the visitor levy should not be introduced as it would have a detrimental effect on businesses. · Members considered that insufficient data was currently available to support an informed decision. · It was suggested that additional income could support increased borrowing and potentially enable proposals, such as the reintroduction of a sandy beach in Llandudno to be explored. · Members welcomed the option to defer the decision, noting the risk that visitors could choose alternative destinations, with a consequent reduction in local employment. Deferral would also provide an opportunity to assess the impact in areas where a levy had already been introduced. · Members noted that a constructive debate had taken place at the Scrutiny Committee. A representative of the hospitality sector had supported deferral due to the limited information currently available. · Members thanked officers for their work in preparing the report. · Concern was expressed that the visitor levy could adversely affect the tourism industry and that its administration could be complex. Members considered that these matters required further consideration. RESOLVED: That the decision to implement a Visitor Levy within Conwy County Borough be deferred until further evidence and experience is made available for an informed decision. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
