RESOLVED: That the Local Flood Risk Management Strategy Update be noted.
The Cabinet Member for Environment, Roads and Infrastructure introduced an update on the Local Flood Risk Management Strategy (LFRMS) and the Flood Risk and Infrastructure Manager highlighted key points from within the report. The LFRMS had been revised in line with the Welsh Government (WG) National Strategy. In scrutinising the report, Members discussed the following: • The Sustainable Drainage Systems (SuDS) Approving Body (SAB) was established in 2019 under Welsh Government legislation - Previously, national guidance had been relied upon; however, local Conwy‑specific guidance was now in place to focus on county specific requirements. • It was confirmed that SAB applications were assigned a unique reference number and funding was ring‑fenced for a 60‑year period to maintain any adoptable development - A dedicated flood risk consenting officer was in post. • It was noted that although tree planting was used as part of natural flood management, its effectiveness was difficult to measure and therefore it was applied only as a supplementary measure. • Projected rainfall figures from the flood forecasting centre would be circulated to Members for information. • Concerns were raised in respect of flooding issues within areas of Colwyn Bay including the Glyn Estate, Yr Helyg and the Dingle. - It was confirmed that whilst the Yr Helyg development did not require SAB approval due to the timing of its application, it did incorporate SuDS features. - The most recent flooding was due to poor maintenance of third-party assets by the third party. - Residents were responsible for their own rubbish and trash screens. - The Flood Risk and Infrastructure Manager offered to meet with local Members and residents to discuss the issues. - Consideration would be given to including Yr Helyg and the Dingle within the Flood Risk Management Action Plan . - Consideration would also be given to the inclusion of Peulwys fields, Old Colwyn. The action plan was a working document and would be reviewed regularly. • It was confirmed that partnership working was in place and that the action plan was utilised in order to hold all partners to account. - Dŵr Cymru/Welsh Water had a dedicated inflow reduction officer in place for North Wales and Conwy County Borough Council were co-operating on part‑funded development of several schemes, including School Bank Road in Llanrwst. - Conwy County Borough Council (CCBC) had a dedicated flood team in place, and Members could contact them with any concerns. • Reference was made to site allocations within the Replacement Local Development Plan and potential impact on flood risk. • It was confirmed that items were included within the Flood Risk Management Plan following assessment by the Flood Team and discussions with Local Members. - Whilst phase one of the scheme for Eldon Drive, Abergele had been completed, phase two improvement works had not progressed as there had been no recent issues in the area but it remained under review • It was confirmed that once a new housing development had been operational for two years and had met the Council’s SAB inspection requirements, the site would then be adopted and maintained using the commuted sums paid to the Council • Due to the small size of the flood risk team, projects within the flood action plan were prioritised according to urgency. - Producing detailed designs for schemes was a lengthy process. - Larger schemes required additional funding and a business case. • It was confirmed that consideration of water run-off was part of the SAB process, however this was more complex for greenfield sites as there was a requirement to mimic the greenfield run-off rate, accommodate climate change and certain storm events. - Ensuring that new greenfield developments do not impact on existing drainage infrastructure was highlighted. • It was confirmed that although SAB operated separately from the planning process, the submission of a drainage statement was still required. RESOLVED: That the Local Flood Risk Management Strategy Update be noted.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
