Councillor Harry Saville had submitted a question to the Deputy Leader/Cabinet Member for Environment, Roads and Facilities (ERF) as follows: Would the Deputy Leader outline how income from Conwy County Borough Council’s pay and display car parks supported the financing and delivery of services within the Environment, Roads and Facilities Service (ERF)? The Deputy Leader/Cabinet Member for Environment, Roads and Infrastructure provided the following response: - Pay and Display revenue totalled just over £2million annually. - The total revenue expenditure in Parking Services (staff, maintenance, central costs, premises, National Non-Domestic Rates (NNDR), parking machines etc) totalled £1.2million and the remaining income contributed to the wider ERF budget. - Without the income, significant service reductions would be required in order to maintain services at the current level. Councillor Saville thanked the Deputy Leader/Cabinet Member for his response and in line with the protocol, asked a supplementary question as follows: At the last meeting of the Local Area Forum – North it was shared with Members that the Council was working with some Members on the disposal of both Llandudno Town Hall and Market Street car park to an organisation linked to Mostyn Estates. Part of the proposal was that the package would see both assets disposed of either free of charge or potentially the interested stakeholder being paid to take them off the Council’s hands. Having been advised that the car park generated approximately £2000,000 per year in revenue, which based on the figures provided, was around 10% of the income stream. Therefore, if the car park was disposed of, what services would ERF be cutting to make up the £200,000 shortfall and was it really appropriate, when the Council was looking at another significant Council Tax increase and significant budget cuts, to be disposing of a £200,000 a year asset to one of the wealthiest land owners in the UK? The Deputy Leader/Cabinet Member for ERF provided the following response: • He was unaware of any official approach regarding the disposal of the Town Hall/ Market Street car park. • The loss of £200,000 income would weigh heavily in any future negotiations/decision. • Should such a proposal come forward, it would be shared with Local Members in the first instance. • Absolutely no decision had been made and a loss of revenue income would be taken very seriously.
