The Cabinet Member for Audit, Policy and Performance introduced the Conwy Replacement Local Development Plan (RLDP) Deposit (2018 - 2033) Written Statement - Regulation 17 Deposit Consultation report and the Strategic Planning Policy Manager presented an overview and confirmed the consultation timeline and approach, which would exceed the statutory minimum to ensure comprehensive public engagement. In scrutinising the report, Members made reference to the following: • The importance of the RLDP adequately reflecting the community’s needs, demands and addressing potential impacts effectively. • The need for sustainable development and infrastructure improvements to support new housing developments. • Concern was expressed regarding the on-going issues within Betsi Cadwaladr University Health Board (BCUHB) in terms of healthcare capacity, GP recruitment and the need for BCUHB to deliver on its commitments. • The importance of on-going communication and collaboration with (BCUHB) with regards to infrastructure and supporting the growing population. - In response, the Strategic Planning Policy Manager advised that BCUHB had agreed to a Statement of Common Ground, which set out a mechanism to address population growth and its impact on the policy and health care services. Financial obligations would be sought to mitigate impact and assist in delivering the projects identified in the Statement of Common Ground and the Authority would continue to work collaboratively with BCUHB to deliver and monitor the impact and mitigation required, as a result of population and housing increase. • The importance of environmental assessments and the impact of new developments on biodiversity. • The need for appropriate site appraisals, to include road infrastructure, flooding, public transport and safe routes to school. • Mechanisms in place to assist with transient requirements. In order to give people every opportunity to respond to the consultation, it was proposed and seconded that the consultation be delayed until after the school summer holidays (September 2025). A proposal to not delay the public consultation was not supported. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
