RESOLVED: That the Additional Learning Needs Provision Review (2024-2025) be noted.
The Cabinet Member for Education introduced a report on the Additional Learning Needs (ALN) Provision Review (2024-2025) and the ALN Service Manager provided Members with a presentation which highlighted key points from within the report. In scrutinising the report, Members discussed the following: • Whilst the review concentrated on Local Authority ALN provision, an evaluation of school provision and the responsibilities of ALN co-ordinators would take place at a later date. • It had been announced that extra funding would be provided for school places for children with Special Educational Needs and Disabilities (SEND) in England, however, information regarding similar funding for Wales was awaited. • The recurring ALN business case had not been increased due to the use of the Welsh Government (WG) ALN provision grant. • It was confirmed that a future review report would provide data on outcomes for ALN pupils from low income families. • A neuroaffirmative community approach would be piloted to evaluate whether it was more effective than focusing solely on training school staff. • There was no evidence to indicate any variation in the number of autistic learners in rural or urban areas. • An evidence base was being developed to demonstrate both the outcomes and cost-effectiveness of various approaches for ALN learners. • The profiles of learners attending ALN resource provisions had changed, and a review was required. Collaboration with the Education Improvement Service was underway to assess the changes, as well as the evolving skill requirements for class teachers. • The school funding formula provided additional resources for pupils with ALN, and a review would be undertaken to assess how the funding was being utilised. • The Head of Education Services confirmed that requests from Members to visit schools or the Child Development Centre would be welcomed. • Whilst surplus ALN provision was being reviewed, interim support was available for learners. Options were discussed with families and efforts were made to keep learners as close to home as possible. - The views of families and learners would be sought to inform future proposals. • The demand for Welsh medium ALN services would be reviewed prior to any provision being established. • Autistic learners, who did not also have ALN did not require an individual development plan (IDP), but would have a one page profile in place. • All ALN provisions carried out evaluations with parents, which fed into development plans. • The Local Authority endeavoured to comply with the Equality Act for all learners; however, a process was in place for families to raise any concerns. • It was suggested that a future Member Development and Information Forum could focus on ALN. • The Council celebrated the diverse range of needs of pupils and endeavoured to provide a learning environment that was safe, stimulating and inclusive. RESOLVED: That the Additional Learning Needs Provision Review (2024-2025) be noted.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
