RESOLVED: That the information on the final outcomes and outputs position reported to UK Government under the UK shared prosperity fund (UKSPF) 2022-2025 programme in Conwy be noted.
The Cabinet Member for Sustainable Economy and Communications introduced a report on the final outcomes of the UK Government Shared Prosperity Fund (UKSPF) 2022-2025 projects, and the Funding Development and Governance Manager highlighted key points from within the report. In scrutinising the report, Members discussed the following: • Congratulations were extended to officers on the successful delivery of projects and the positive outcomes achieved. • All projects were required to include an exit strategy as part of their application, which could include grants from other sources. • Reference to the Bron y Nant nursery, which was an excellent initiative for those with disabilities to gain employment experience. • Following the closure of the UKSPF in March 2025, UKSPF transition year funding had been secured for many projects. Efforts were underway to find alternative funding. • The need to inform small local businesses of available funding. • The UK Government and the North Wales Lead Local Authority were undertaking evaluations on the impact of UKSPF , including the Index of Multiple Deprivation. • A suggestion that projects delivered with UKSPF funding should be publicised. RESOLVED: That additional information be provided to Cabinet in respect of outcomes for schools, prior to confirmation of the project closure. RECOMMENDED TO CABINET: That the New Core Financials System End of Project report and project closure be approved.
The Cabinet Member for Finance and Strategic Planning introduced the end of project report and project closure for the new core financials system (NCFS) and the Corporate Modernisation Manager highlighted key points from within the report. The report provided an in-depth review of the work of the NCFS project and what it had achieved. In scrutinising the report, Members discussed the following: • It had been a challenging and complex project to deliver. • The system required continuous improvements and budget forecasts were being updated. • Whilst the project's expenditure was within the 7% tolerance, specific information would be provided to Members. • The new system's main impact on contractors was a faster invoicing process through email. • It was suggested that schools making significant redundancies needed up-to-date and accurate financial information. - Some Head-Teachers had indicated difficulties with budget planning due to lack of information. - Schools had experienced delayed invoice payments due to system failures. It was proposed and seconded that additional information be provided to Cabinet in respect of outcomes for schools, prior to confirmation of the project closure. Following a vote it was: RESOLVED: That additional information be provided to Cabinet in respect of outcomes for schools, prior to confirmation of the project closure. RECOMMENDED TO CABINET: That the New Core Financials System End of Project report and project closure be approved.
The Cabinet Member for Integrated Adult Services and Human Resources (HR) introduced a review of the Reimbursement of Expenses policy and the Principal HR Business Partner highlighted key points from within the report. The report provided a summary of the policy revisions sought to modernise reimbursement rates and refine eligibility boundaries. In scrutinising the report, Members discussed the following: • The revised policy clearly outlined which expenses could be reimbursed. • No concerns had been raised by Union representatives. • It was clarified that the policy was exclusively for staff of Conwy County Borough Council and that agency staff were governed by separate contracts and policies. • The Strategic Director for Finance and Resources would clarify expense reimbursement arrangements for those individuals employed via direct payments, who were subject to separate contracts and policies. RECOMMENDED TO CABINET: That the revised Reimbursement of Expenses policy including proposed changes to the rates payable be approved.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
