The Scrutiny and Committee Services Officer presented Members with the individual Forward Work Programme (FWP) for the Education and Skills Overview and Scrutiny Committee, together with the combined FWP. It was noted the due to the pre-election period, reports had been rescheduled accordingly. As requested, the Strategic School Planning Group, which had been set up by the Cabinet Member for Education, would be included within the list of working groups on the Combined FWP. RESOLVED: That the Forward Work Programme for the Education and Skills Overview and Scrutiny Committee together with the combined Forward Work Programme be approved.
The Cabinet Member for Education introduced a report, which set out the Sustainable Communities for Learning Strategic Outline Programme and the Strategic Manager, Education Property and Site Management highlighted key points from within the report. In scrutinising the report, Members discussed the following: • As work required at Ysgol Eirias had been more significant than anticipated, the repairs and maintenance grant had not been sufficient. Alternative options were being considered and discussions were taking place with Welsh Government (WG) regarding improvements to the site. • In response to concerns that the programme was not ambitious enough, the Cabinet Member for Education advised that an achievable plan had been presented, and that further projects could be considered as and when funding became available. • The Head of Education Services confirmed that school amalgamations were being considered and would be brought to Scrutiny and Cabinet for consideration when appropriate. • It was confirmed that Llanfairfechan would be considered as part of the medium term review in years 4 to 6 of the programme. • Disappointment that a significant amount of money had been spent by WG on implementing the 20mph speed limit as opposed to investing in schools. - The Cabinet Member for Education would raise concerns with the Minister for Education. • It was confirmed that schools not identified within the programme would be prioritised for the repairs and maintenance grant. • The Strategic Director – Social Care and Education had attended a meeting in respect of the Mutual Investment Model, which could benefit some Conwy primary schools, however, there would be a requirement for capital investment. • An indication of project costs had been calculated, however detailed costings would not be available until approval had been granted. - Full details on cost and how projects would be financed would be presented to Scrutiny and Cabinet at the appropriate time. • Funds had not yet been allocated by Conwy County Borough Council for the programme. • The Llandudno area had been included within the programme for a review in years 7-9 as there were 7 schools within the area, including a Special School and a Pupil Referral Unit. • Due to economic factors, it was no longer possible to deliver school improvements that had originally been planned. • Proposals in respect of Ysgol y Gogarth were welcomed. • A report would be presented to the Economy and Place Overview and Scrutiny Committee on 24 July, 2024 in respect of the Revised Local Development Plan and the educational impact and associated mitigations. RECOMMENDED TO CABINET: That Conwy’s Sustainable Communities for Learning Strategic Outline Programme be approved.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
