The Chair reminded Members that the report on the delivery of the Local Toilet Strategy was an update on progress of the Strategy only and not an opportunity to discuss the Notice of Motion, which was to be considered by Council 22.08.2024. In line with the Overview and Scrutiny Public Engagement Protocol, a member of the public, Grace O’Moore had requested to speak and made reference to the increase in tourism on the Great Orme, Llandudno, its landscape and ecology. In addition, reference was made to Rhos on Sea and other areas within the County, who should have access to public conveniences. The Chair thanked Ms O’Moore for her attendance and acknowledged her concerns. The Cabinet Member for Environment, Roads and Facilities – Infrastructure introduced the update report and the Facilities Manager highlighted the key points. In scrutinising the report, Members discussed the following: • The financial implications for both the Local Authority and Town and Community Councils. • In terms of specific sites, options or queries, Members were encouraged to contact the Facilities Manager direct. • In respect of communication and dialogue. Some Members expressed disappointment at the failure to consult with Local Members and stakeholders appropriately. Some Town/Community Councils had actively taken part in discussions and shown an appetite to collaborate with Conwy further. • The need for further exploration and innovation in terms of sourcing grants and encouraging uptake in respect of the Conwy Community Toilet Scheme. • The importance of prosecuting those vandalising community facilities. A proposal to accept the officer recommendation within the report, subject to disappointment being expressed at the failure of officers to consult with Members as per the Council’s Constitution and Member Officer Protocol was seconded. Following a vote, it was RESOLVED: That the Economy and Place Overview and Scrutiny Committee noted that the Local Toilet Strategy was being delivered in accordance with the actions stated in the strategy document. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
