The Cabinet Member for Infrastructure, Transport and Facilities presented the recommendation from the Finance and Resources Overview and Scrutiny Committee held on 2 September 2024:- That toilet closures be suspended until statistics are provided on the use of toilets and that a meaningful consultation has been carried out with County Councillors and Town and Community Councils. Discussion ensued as follows:- · A report on the disposal of the closed public toilets would be presented to democracy in the future. · Negotiations were still ongoing with various parties in terms of the funding of the operating costs, and closing the toilets would not negate re-opening. · Further to the above, it was noted that Town and Community Councils had been engaged in the process since 2023. · There were other public toilets available in Council owned buildings across the County Borough, including offices, leisure centres and libraries. · Lack of public toilets in rural areas. · A suggestion was made that students could undertake the consultation, if the toilet closures were postponed. · In response to the request that the closures, including keeping seasonal toilets open, be postponed until the end of October, the Leader advised that this would cost £60k. · It was confirmed that the toilets in Porth Eirias were not open to the public, as the lease for part of the premises included the toilets. However, two new modular public toilets would be provided along Rhos-on-Sea promenade. · Denbighshire County Council had shut all of its public toilets. · In terms of the impact on tourism, there were no public toilets available in Towyn and Kinmel Bay. · If the Council could not balance its budget and became subject to a Section 114 Notice, then the consequences could be closure of all public toilets. · The possible closures of public toilets had been put forward at the Budget Working Groups and had not been raised at Overview and Scrutiny Committees, nor at Council. The main concern raised had been the lowering of Council Tax. · The reasons for the closure of public toilets was financial, especially against a backdrop of the loss of over £100m in funding from UK and Welsh Government. Cabinet were mindful of the recommendation from the Finance and Resources Overview and Scrutiny Committee but could not support this approach as savings had to be made. It was, therefore, agreed that the policies outlined within the Local Toilet Strategy, as previously approved, would continue to proceed.
