Discussion ensued as follows:- · Schools had made redundancies, mostly voluntary, in order to reduce their budgets. · Whatever the financial circumstances, there was a duty to care for children. An action plan had been produced by the Head of Children, Family, and Safeguarding Services on future service delivery. · In response to financial support following storms, the Strategic Director – Finance and Resources advised that there was an Emergency Financial Assistance Scheme for local authorities to apply to the Welsh Government for discretionary financial support following an emergency, which would cover 85% of costs, above a threshold (which for Conwy in 2023/24 was £0.564m). · Members agreed that a view on the level of individual earmarked reserves service and whether they could be transferred to general balances would have to be reviewed as a Cabinet. It was hoped that the income from trade waste would offset the pressures. · Work was ongoing to reduce the overspend relating to housing. · Any funding for pay awards would be included within the Welsh Government financial settlement and it was likely that it would not include the full amount. There could be consequentials to Wales as a result of the UK Government’s decisions on the pay award for Teachers, but it is unknown at this stage.
