Decision as recorded
AGREED to support the recommendation, with a view to bringing forward the necessary constitutional amendments for formal approval by Council.
Consideration was given to the Amalgamation of statutory and non- statutory committee. It was reported that the current arrangement of separate statutory and non-statutory Licensing Committees be replaced with a single Licensing Committee. It was noted that the existing structure, despite having identical membership, results in duplication of processes and unnecessary complexity. It was reported that the proposed change would establish one committee to oversee all licensing functions, including those under the Licensing Act 2003, Gambling Act 2005, and other regulatory areas, while remaining compliant with statutory requirements. Members acknowledged that the proposal would simplify governance arrangements, improve clarity, and increase administrative efficiency. It was AGREED to support the recommendation, with a view to bringing forward the necessary constitutional amendments for formal approval by Council.

Consideration was given to the report upon the response to consultation relating to the proposed increase of taxi fares. The report outlined the responses received following the statutory public consultation on the proposed 7% increase to the Council’s taxi tariff structure. It was noted that 53 responses were received, with 62% opposing the proposed increase and 38% in support. However, it was highlighted that some respondents misunderstood the consultation question, with several suggesting alternative percentage increases rather than specifically commenting on the proposed 7%.The Committee acknowledged the differing views expressed, reflecting a balance between concerns over affordability for passengers, particularly vulnerable groups in rural areas and the financial sustainability of the taxi trade, including rising operating costs and the need to maintain service provision. Members noted that a significant proportion of respondents supported either a higher or lower increase than proposed, with only a small number explicitly endorsing the 7% increase. Consideration was given to the options available, namely maintaining the proposed 7% increase, amending the percentage, or cancelling the increase altogether. The Committee also noted the financial and equality implications and the importance of ensuring both accessible and sustainable taxi services. It was AGREED (i) to proceed with the proposed 7% increase to the taxi fare structure; and (ii) that the tariff be reviewed again in one year. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
