To Penrhiwdulais Brongest, Beulah, Newcastle Emlyn A recorded vote was taken in accordance with Part 4, Document I of the Council’s Constitution due to the Committee’s decision being contrary to the Officer recommendation and a significant departure from policy. Councillor Gareth Lloyd proposed against the recommendation, and was seconded by Councillor Meirion Davies For the recommendation: Councillor Mark Strong and Carl Worrall (2) Against the recommendation: Councillor Ifan Davies, Marc Davies, Meirion Davies, Raymond Evans, Rhodri Evans, Hugh Hughes and Gareth Lloyd (7) Abstaining: Councillors Gethin Davies, Ceris Jones and Sian Maehrlein (3) It was agreed to APPROVE the application subject to a Section 106 Obligation for the TAN 6 dwelling and tying it to the associated shed and yard. Members were of the opinion that the application could be approved for the following reasons:- • Members considered that the proposal was consistent with the objectives of TAN 6 and met the accepted criteria within paragraph 4.3.2, which supports service uses, including agricultural contracting businesses. • Members noted that the application had satisfied the majority of the assessment tests outlined by Officers and was considered compatible with the built form and character of the locality. • It was recognised that the applicant had outgrown the existing site and required additional land to avoid constraining one or both businesses. • The proposed expansion site already benefitted from planning consent and was located adjacent to land currently used by the business, making it a suitable location for further development. • Members considered that there would be economic benefits arising from enabling both businesses to continue operating effectively within the local area. • The proposal would support the ongoing operational needs and future viability of the businesses. • Members were satisfied that the proposed dwelling would not have a direct adverse impact on the landscape. • The road to Betws Ifan already accommodates a mix of residential properties, agricultural buildings and commercial enterprises; therefore, the proposal was considered in keeping with the existing pattern of development. • Members noted that the existing business base at Gobaith was constrained by limited space, reinforcing the need for expansion. • It was further suggested that paragraph 5.6.3 of TAN 6 should be given due consideration, as Members considered it provided sufficient flexibility and justification to support approval. • The dwelling size was within the Section 106 limitations • Measures could be put in place to reduce visual impact • It was noted that the Section 106 typically concerns settlements and had caused issues historically with outbuildings and works, however, the current location was considered acceptable as permission for a building already existed • The Site Inspection Panel had been on site and had concluded that the proposal did not materially affect the landscape • The sheds in the western tower were higher than the proposed development and were therefore more visually prominent • The roadside hedge was considered high enough to screen the development from view, reducing visibility concerns.
