It was RESOLVED to confirm as true the minutes of the meeting held 10 April 2025. Matters arising Members enquired about reporting activities of external bodies, and it was confirmed that this matter would be considered by the Cross-Party Constitution Working Group in the new year.
Decision as recorded
RESOLVED to a) note the amendments made to the report templates; and b) to recommend that Council approves the amendments to the Scrutiny Functions, subject to the function of Asset and Estate Management remaining within the remit of the Thriving Communities Overview and Scrutiny Committee.
Lowri Edwards, Corporate Lead Officer: Democratic Services presented the report to the Committee noting that report templates are revised from time-to-time to ensure that the decisions made by Cabinet and Council are based upon robust information. She noted that the following sections had been added to the template: - the Equality Act 2010; and - the Welsh Language (Wales) Measure 2011 and the Welsh Language Standards Guidance notes to Officers had also been updated to reflect the above amendments. The template report to Overview and Scrutiny Committees had also been amended to reflect the above. She noted that the Overview and Scrutiny report templates had also been reviewed to clarify the type of the report including pre-decision, monitoring, performance, item from the risk register, budget matters, annual report and requested by the Committee. The report also provides a guide on the role of the Committee, matters for consideration and to include examples of recommendations that promote good scrutiny with a focus on outcomes. Members noted that reports that required greater consideration should be placed prior to the reports for noting on the Committee agenda. Nia Jones, Corporate Manager: Democratic Services gave an overview of proposed amendments to the list of Overview and Scrutiny Committee functions, noting that the importance of ensuring that the subjects contained reflected changes to the Council’s working patters such as the introduction of the Through Age Wellbeing model. She noted that the proposals were for consideration and invited Members to comment. Members noted that Asset and Estate Management should remain under the remit of the Thriving Communities Overview and Scrutiny Committee due to an ongoing task and finish project, and the impact any changes would have in terms of memberships. Following discussion, it was RESOLVED to a) note the amendments made to the report templates; and b) to recommend that Council approves the amendments to the Scrutiny Functions, subject to the function of Asset and Estate Management remaining within the remit of the Thriving Communities Overview and Scrutiny Committee.
Decision as recorded
RESOLVED to adopt the WLGA Scrutiny Self Evaluation Framework, and to hold separate Panel Discussions for Scrutiny Members and Cabinet Members.
Nia Jones, Corporate Manager: Democratic Services presented the report to the Committee noting that the WLGA in conjunction with Democratic Services Officer had developed a Scrutiny Self Evaluation Framework for Councils to consider. She noted that the framework consisted of 70 qualitative questions, which was in stark contract with the current questionnaire which contains 9 quantitative questions and a comments box. She noted that the number of responses received during the previous 2 years had been relatively low and asked Member whether they wish to adopt the WLGA Scrutiny Self Evaluation Framework or continue with the current approach. She also noted that if Members were minded to adopt the new framework, that Officers could support a Panel Discussion for Scrutiny Members and Cabinet Members separately in order to facilitate and capture the views of the Members, which would be reported to the Overview and Scrutiny Coordinating Committee. Members noted that a panel discussion would provide Members with an opportunity to discuss the self-evaluation in detail and identify areas for improvement and development. Following a discussion, it was RESOLVED to adopt the WLGA Scrutiny Self Evaluation Framework, and to hold separate Panel Discussions for Scrutiny Members and Cabinet Members.
Decision as recorded
RESOLVED to recommend that Council approves the following: a) that petitions relating to operational matters be presented to Leadership Group for its consideration; and b) that any petitions relating to a matter which is part of a process that needs a decision (service change, policy or strategy) is presented as part of that decision making process i.e. in Scrutiny, Cabinet and Council reports; and c) that the Council’s Constitution is amended to reflect the above proposals subject to approval by Council.
Lowri Edwards, Corporate Lead Officer: Democratic Services presented the report to the Committee noting that Members had requested a review of the steps taken by the Council in response to a petition received. She gave an overview of the current practice and explained the practicalities in terms of the nature and practicalities relating to the various petitions received. She noted that it was proposed that all petitions continue to be reported to Cabinet, and that there is no threshold in terms of the number of signatures received for it to be reported. However, this report would stipulate whether the petition related to operational matters or a matter that is being considered for decision. Petition relating to operational matters would be presented to Leadership Group for its consideration, and petitions relating to a matter which is part of a process that needs a decision, such as a service change, policy or strategy would be presented as part of that decision making process i.e. in Scrutiny, Cabinet and Council reports. Elin Prysor, Corporate Lead Officer: Legal and Governance and Monitoring Officer noted that the Cross Party Constitution Group would review the Constitution in terms of the proposal prior to consideration by Council. Following a discussion, it was RESOLVED to recommend that Council approves the following: a) that petitions relating to operational matters be presented to Leadership Group for its consideration; and b) that any petitions relating to a matter which is part of a process that needs a decision (service change, policy or strategy) is presented as part of that decision making process i.e. in Scrutiny, Cabinet and Council reports; and c) that the Council’s Constitution is amended to reflect the above proposals subject to approval by Council.
It was noted that the following items would be included on the Forward Work Programme: - Guidance for Member Champions; and - An amendment to the Code of Conduct.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
