An application for dispensation dated 12 March 2025 was received from Councillor Bryan Davies to speak and vote on the notice of motion on financial support for Winter fuel, Tax inheritance on farms and National insurance. One element of the motion affects him in a personal and prejudicial way, namely Inheritance Tax on farms. He was a farmer with a family who would inherit the family farm, the treasury’s decision would have a financial effect on him and so wanted to be totally honest with the Ethics and Standards Committee on this matter. He was also a Member of the Farmers Union Wales, and they had been campaigning strongly on this matter. He had also attended a public protest with the NFU. The reason he was asking for a dispensation to speak and to vote was because of his role as Leader of the Council and as a County Councillor representing my area and a rural county, therefore, he would wish to speak and vote over the wider area and not on his own personal situation. Councillor Davies was present at the meeting to present his application and answered questions regarding his application.
