It was reported that the incorrect appeal reports had been circulated with the agenda. The agenda would be updated with correct reports on the website following the meeting. It was also reported that application A230165. Blaenffynnon Llanwnen, Lampeter for a TAN6 dwelling had been called in by Welsh Government for their determination. It was noted that an appeal had been received for Application A240772 - Land At Central Car Park, New Quay, no further information was available to date, however, it was noted that currently, Planning and Environment Decisions Wales had a backlog of five to six months on their appeals. Members queried whether changes to the Constitution, which were introduced 12 months ago, would be reviewed. Officers explained that this was possible, that it was a Council rather than Development Management Committee matter, so a Task and Finish Group would need to be set up. That group would then consider the changes and decide whether other options should be considered in consultation with other Members. Changes would then be considered by the Constitution Working Group and by Council if further amendments to the Constitution were being proposed.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
