It was RESOLVED to confirm as a true record the Minutes of the Meeting held on the 10 September 2025. Matters arising None.
Consideration was given to the Report of the Corporate Lead Officer – Economy and Regeneration on the following planning applications which had been considered at a previous meeting and which required further consideration by the Committee: - A240740 Proposed residential development of 5 new dwellings, comprising two affordable homes and three speculative bungalows and all associated works, Land East of Genau'r Glyn, Beulah To DEFER determination of the application in accordance with point 2.3 of the Development Management Committee Operational Procedures for the following reasons:- • The field where the development was to be located had already been developed for decades and as a result no ribboning effect would occur. It was considered that the proposed development would round off the settlement in a corner of the field, to the rear and side of existing built form. They agreed that the site was in close proximity / adjacent to the existing built form and therefore no significant visual impact would occur as a result of the proposed development • There was a local demand for the development, due to proximity to amenities and upcoming job opportunities such as the new development in Aberporth • Conditions for open space and pedestrian route to ensure safety had also been agreed with developer _____________________________________________________________ A250325 Residential Development, Land adj. to Maes yr Haf, Beulah Road, Beulah To DEFER determination of the application in accordance with point 2.3 of the Development Management Committee Operational Procedures for the following reasons:- • The site in question was suitable for further development as it was next to existing built form which would complete the development in that field • There was a local demand for the development, due to proximity to amenities and upcoming job opportunities such as the new development in Aberporth • Conditions for open space and pedestrian route to ensure safety had also been agreed with developer • The developer had agreed that 50% of the development would be affordable dwellings __________________________________________________________________ A240878 Creation of Flat, Clarks, 20 Great Darkgate Street, Aberystwyth To REFUSE the application for the following reasons:- • the proposed development fails to provide an acceptable standard of amenity for future occupiers due to inadequate separation distances and poor outlook, contrary to the guidance set out in the Ceredigion Built Environment SPG. The proximity of high neighbouring walls would result in an oppressive living environment, As such, the proposal was considered contrary to Policy DM06 of the Local Development Plan. • the cumulative impact of activity associated with the neighbouring flats and retail units—including frequent comings and goings, bin storage and handling, bicycle access, and laundry use—would result in a poor-quality living environment. These disturbances would significantly compromise the residential amenity of any future occupier of the proposed flat, as such the proposal was considered contrary to Policy DM06 of the Ceredigion Local Development Plan 2007–2022 (adopted 2013)
