Consideration was given to the Report of the Corporate Lead Officer – Economy and Regeneration on the following planning applications which had been considered at a previous meeting and which required further consideration by the Committee: - A250037 Proposed conversion of agricultural building into holiday accommodation to include installation of package treatment plant and alterations to existing vehicular access, Land opposite Plas Gwyn, Llanrhystud To APPROVE the application subject to a S106 agreement tying the holiday accommodation to the agricultural holding and vice versa. Members were of the opinion that the application could be approved for the following reasons:- • The principle of development was compliant with TAN6 and that a precedent had already been set following the approval of the conversion of a similar building at another farm holding to the south of Aberaeron. • As the building already existed there would not be any additional impact on the landscape from a visual perspective; and the development had an industrial appearance due to metal cladding to the walls and roof. • Connectivity to the site was acceptable with no objection from the Trunk Road Agency to the access with the A487 trunk road. • The site was close to the Wales Coastal Path which would provide sustainable linkages to the nearby facilities at Llanrhystud and Llanon. • The scheme would be of tourism and economic benefit. __________________________________________________________________ A250086 4 No. Affordable Discounted For Sale Dwellings, Drws Y Coed Caemorgan Road, Cardigan To REFUSE the application for the following reasons:- • The application site lies in the open countryside, outside of an established settlement, where there is a general presumption against new residential development, unless it constitutes a specific exception prescribed by national and / or local planning policies. • The proposal does not fall within any such exception. The proposal was therefore regarded as being in an unsustainable location for new residential development and was considered to be contrary to the provisions of Future Wales: The National Plan 2040, Planning Policy Wales (Edition 12, February 2024), Technical Advice Note 2 (Planning and Affordable Housing), Technical Advice Note 6 (Planning for Sustainable Rural Communities) and Ceredigion Local Development Plan Policies S01, S04 and DM03. There were no other material planning considerations which have outweighed that policy conflict. • The application proposed four dwellings on a site area of approximately 1 ha, thereby falling significantly below the expected housing density as set out in policy LU06 of the Ceredigion Local Development Plan 2007-2022. • The proposal fails to meet with Ceredigion Local Development Plan Policy DM06 as it does not contribute positively to the context of its location and also to Policy DM17 by having a significant adverse effect on the general landscape. __________________________________________________________________
