RESOLVED that the report be noted.
The Committee considered the Planning Appeals Report which provided information relating to lodged planning appeals as at 17th August 2026. The Senior Development Management Officer [Aman Gwendraeth] presented the report and noted that one appeal had been determined since the previous report, that had been lost by the authority. He emphasised to the Committee the cost to the authority of lost appeals, and the danger of this happening if Committee Members went against officer recommendations without robust evidence that could stand up at appeal. The Committee noted this and observed that the appeal decision, against the refusal of planning permission for a HMO, argued that there was “no compelling evidence to demonstrate that there is currently a proliferation of HMO’s along Llandafen Road”. It was also noted by the Committee that local members would continue to represent their communities in dealing with issues surrounding HMOs, and that it was difficult to deal with these through the planning process. There is a Scrutiny Task & Finish Group ongoing that is developing HMO policy. RESOLVED that the report be noted.

The Committee considered the Planning Service Performance Report for Quarter 1 for the period April to June 2026. This focused on the Development Management and Enforcement Divisions. The report included core performance monitoring indicators alongside comparative data for previous quarters in 2025/26. The Head of Place and Sustainability presented the report and noted that the majority of the 17 indicators were exceeding national baseline standards, and that the four that weren’t were showing improvement over the previous end of year and last quarter figures. RESOLVED that the report be received.
RESOLVED that the minutes of the meeting of the Committee held on 30th July 2026 be signed as a correct record.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
