RESOLVED that the following planning application be granted subject to the conditions detailed within the Report/Addendum of the Head of Place and Sustainability and or reported at the meeting:- PL/09069 The proposed erection of two debris sweepers within the River Cothi, upstream of Pontargothi Bridge, to steer debris between the bridge piers. Proposals also include scour protection on the riverbed and a temporary site compound on the southeast side of the river at River Cothi, near Cresselly Arms, Pontargothi, Carmarthen Following a presentation by the Senior Development Management Officer, the Committee was advised that the Head of Place and Sustainability was recommending approval of the application, subject to the conditions, for the reasons detailed within the written report. A representation was received from the Local Member in the main supporting the application but raised a number of concerns which re-iterated some of the points detailed within the Head of Place and Sustainability’s report and included: • That the experimental project does not seem to have been considered fully, along with any consequences to local residents • Whilst was understood that SWTRA needs to protect the bridge, it appeared to be an expensive, untested experiment on the river Cothi, with no guarantee in the reduction of flooding • Local residents felt that other options needed to be considered before this vast expenditure. E.g.- a survey of trees upstream and the cutting back of trees as required; clearing the riverbed of debris to enhance and increase the water capacity The Senior Development Management Officer responded to the issues raised. PL/10013 Residential development with landscaping, access, drainage and associated works at Land off Surgeon Street, Cynwyl Elfed, Carmarthen Following a presentation by the Senior Development Management Officer, the Committee was advised that the Head of Place and Sustainability was recommending approval of the application, subject to the conditions, for the reasons detailed within the written report. PL/10777 Change of use public house to residential to be assimilated with first floor flat to provide a family residence at Plough Inn, Felingwm, Carmarthen, SA32 7PR Following a presentation by the Senior Development Management Officer, the Committee was advised that the Head of Place and Sustainability was recommending approval of the application, subject to the conditions, for the reasons detailed within the written report. A representation was received from the Local Member objecting to the application, re-iterating the points detailed within the Head of Place and Sustainability’s report and included: • the loss of a valued community facility • disagreement with the submitted viability assessment • the belief that alternative operational approaches have not been fully explored before seeking residential conversion • the proposal was not widely known within the community and that insufficient time had been available to consider alternative solutions for retaining the public house The Senior Development Management Officer responded to the issues raised.
RESOLVED that the report be noted.
Apologies for absence were received from Councillors T. Davies and M. Thomas.
There were no declarations of personal interest.
