RESOLVED that the report be noted.
The Committee received a report on the Council’s review of its Licensing Policy which outlines the Authority’s approach to licensing Premises, Clubs, Temporary Events and Personal Licences. The Licensing Lead advised the that current licensing policy included Cumulative Impact Assessments (CIAs) which must be reviewed in full at least every three years to ensure that they are still appropriate. As part of this consultation the authority is reviewing the existing Cumulative Impact Assessments in force for Station Road, Llanelli, Lammas Street, Carmarthen and Nott Square, King Street, Queen Street, Carmarthen. The review will consult a wide range of groups, and the Committee was asked to provide their views through the online survey. The consultation will close on 11th August 2026, and a report will be presented to the Committee on 10th November 2026 outlining the results. It was noted by the Committee that problems can be displaced from the areas with CIAs to cause issues elsewhere; the Licensing Lead advised that there were provisions in the overall licensing policy to deal with such issues and that the police would be able to make observations as part of the consultation to consider these trends. UNANIMOUSLY RESOLVED that the report be noted.
UNANIMOUSLY RESOLVED, pursuant to the Local Government Act 1972, as amended by the Local Government (Access to Information) (Variation) (Wales) Order 2007, that the public be excluded from the meeting during consideration of the following items as the reports contained exempt information as defined in paragraph 12 of Part 4 of Schedule 12A to the Act.
