RESOLVED that the report be noted.
The Committee considered the Planning Appeals Report which provided information relating to lodged planning appeals as at 22 June 2026. The Senior Development and Enforcement Manager referred to the addendum to the Appeals report which provided a synopsis of the appeals determined by Planning and Environment Decisions Wales (PEDW) in respect of two comparable Houses in Multiple Occupation (HMO) applications. The Committee was appraised of the key inspector findings which had culminated in both appeals being allowed and planning permission granted, with full costs being awarded against the Council in one case. The appeal decisions established that in the absence of robust evidence demonstrating harm proposals for small-scale HMOs in sustainable urban locations were likely to be found acceptable and Members were urged to exercise caution in attributing determinative weight to perceived community impacts not supported be evidence and generalised concerns regarding HMOs not supported by site specific evidence. Some Committee Members, whilst acknowledging the issues raised and the outcomes of the appeals, raised the need for robust and up to date data to be available within the council to support the Committee’s determinations in order to meet the evidential threshold required for such appeals. Reference was made to the ongoing Task and Finish Group established within the council to review the regulation of HMOs across in Carmarthenshire, which was hoped to address the issues raised. RESOLVED that the report be noted.
RESOLVED that the minutes of the meeting of the Committee held on the 19th May 2026 be signed as a correct record.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
