RESOLVED that the Definitive Map Modification Order (DMMO), as set out be approved and tested through due process.
The Cabinet Member considered a report which recommended that a Definitive Map Modification Order be made under Section 53(3)(c)(i) of the Wildlife and Countryside Act 1981. The proposed Order sought to add two public footpaths between Parc Pencae and Maes Piode, Llandybie. The report was presented in light of sustained objections and representations to the application, expressed by affected residents. The Cabinet Member duly considered the implications set out in the report, together with the findings of the independent specialist public rights of way consultant who had been appointed to undertake an investigation of the application and to assess all relevant evidence in accordance with the statutory legal tests. The Consultant concluded that the relevant legal tests were met and that an Order should be made. In reviewing the report and the evidence set out, the Cabinet Member was satisfied that the legal test had been met. He noted that the evidence demonstrated long-standing public use of the route, with insufficient evidence to rebut the presumption that public rights exist. On the basis that determination must be based on the evidence and the law, the Cabinet Member indicated his support for the recommendation to make the Order.” The importance of clear communication regarding the intention to extinguish points B-C under the highways act was emphasised by the Cabinet Member as the legal test suggested it was no longer needed for public use. RESOLVED that the Definitive Map Modification Order (DMMO), as set out be approved and tested through due process.

RESOLVED that the £115, 000 available funding within Egni Sir Gar be allocated to the Community Renewable Energy Grant to support the delivery of that programme.
The Cabinet Member considered a report which sought approval to allocate funding via the Egni Sir Gâr Cyfyngedig to support applications received under the Carmarthenshire Community Renewable Energy Grant (CREG). The CREG had been established to support community venues as part of their net zero journey and to significantly reduce their outgoings. The grant provided capital funding of up to 80% of total project costs up to a maximum £25,000 towards eligible projects in respect of power and heating systems, Electric vehicle charging points and Energy Efficiency measures. In considering the programme delivery and funding position set out in the report, it was noted that additional funding allocated from Egni Sir Gâr would enable more projects to be supported through the grant and aligned with Egni Sir Gâr’s objectives to support the expansion of community-based renewable energy schemes, increase local generation and reduce carbon emissions, while extending the benefits of low-cost, sustainable energy to a wider range of organisations. RESOLVED that the £115, 000 available funding within Egni Sir Gar be allocated to the Community Renewable Energy Grant to support the delivery of that programme.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
