RESOLVED that the Annual Report on the Welsh Language 2025-26 and the Council's report on compliance with the Welsh Language Standards for the period 2025-26 be approved.
The Cabinet Member considered a report seeking approval of the Council's Annual Report on the implementation of the Welsh Language Standards for 2025-26. The report outlined that the preparation and publication of an annual report was a statutory responsibility under the Welsh Language Standards and formed part of the monitoring arrangements established by the Welsh Language Commissioner. The report noted that the Welsh Language Standards promote and facilitate the Welsh language and ensure that it is not treated less favourably than the English language in Wales. The Cabinet Member considered the key findings of the Welsh Language Annual Report 2025-26, which highlighted progress in promoting and facilitating the use of the Welsh language across the Council and the county. The report noted significant activity in supporting Welsh language development through education, workforce training, community initiatives and strategic partnerships, including the establishment of a new partnership with the National Centre for Learning Welsh, the opening of the new Welsh immersion centre at Canolfan Brianne, and ongoing implementation of the Welsh Language Promotion Strategy 2023-2028. The Cabinet Member was pleased to note the successful promotion of Welsh within the Council through staff engagement activities, language learning opportunities and leadership programmes, together with continued improvements in staff Welsh language skills. The report highlighted that 38.2% of the workforce recorded Welsh language skills at Level 3 or above and that 219 members of staff had undertaken Welsh language learning courses during the reporting period. The Cabinet Member also noted examples of innovation and good practice, including the Welsh language elements of the Amdani Apprenticeship Programme, leadership development within a bilingual organisation, the Council's Microsoft Copilot pilot, the partnership with the National Centre for Learning Welsh and the integration of the Welsh language throughout the Pentre Awel development. The report further outlined Welsh Language Standards compliance activity and the complaints received during 2025-26, together with actions taken to address issues identified and recommendations for further improvement in the coming year. The Cabinet Member welcomed the progress achieved and the proposed actions to strengthen governance, increase opportunities to use Welsh, expand Welsh-medium provision and continue improving compliance with the Welsh Language Standards. It was reported that the report had been considered by the Education, Young People and Welsh Language Scrutiny Committee on 23 June 2026. RESOLVED that the Annual Report on the Welsh Language 2025-26 and the Council's report on compliance with the Welsh Language Standards for the period 2025-26 be approved.

The Cabinet Member considered a report on the allocation of the Welsh Government Allotment Support Grant 2026/27, which would support projects aimed at increasing the availability of good quality allotment plots and community growing spaces across Carmarthenshire. It was noted that Carmarthenshire County Council had been allocated £35,030 by the Welsh Government and was required to submit a detailed work programme by 10 July 2026 outlining projects to be delivered by February 2027. Six eligible applications had been received and had been assessed by officers. The Cabinet Member noted that the proposed projects would contribute towards improved accessibility, biodiversity, community wellbeing, local food production and environmental sustainability, whilst supporting the objectives of the County's Well-being Plan and the Well-being of Future Generations (Wales) Act. The Cabinet Member considered each application as follows: • Llannon Allotments – improvements to accessibility, composting facilities, site infrastructure and safety measures at an established allotment site comprising 35 plots. • Gardd y Banc Bwyd, Kidwelly operated by CETMA, involving the bringing of unused land back into production, improved accessibility, enhanced security measures and increased community food-growing capacity to support local foodbank provision. • Parc yr Esgob Community Growing Project delivered by Tywi Gateway Trust, which would transform previously under-utilised land into eight new community growing plots with supporting infrastructure, water harvesting facilities and equipment. • Bremenda Isaf Community Fields, submitted by Social Farms and Gardens, which would increase growing capacity through new accessible raised beds and irrigation infrastructure to support community food growing, education and wellbeing activities. • Agroforestry Allotment Plots, proposed by Cegin Hedyn CIC, creating four new agroforestry-inspired allotment plots to support sustainable food production, biodiversity, volunteering opportunities and community wellbeing. • Community Growing Space, Tycroes, submitted by Llanedi Community Council, which would expand an existing community growing area through improved access, additional raised beds, educational resources and enhanced growing facilities. The Cabinet Member welcomed the breadth of projects submitted and noted the significant community, environmental and wellbeing benefits that would arise from the investment.
