A representation was received from the local member in support of the application which re-iterated the points detailed within the Head of Place and Sustainability’s written report and included:- • The proposal would complement the existing farm shop, café, restaurant and visitor facilities at Parc-y-Bocs and represents an appropriate form of rural diversification. • The development was closely related to Kidwelly and would assist in addressing a perceived shortage of visitor accommodation within the area; • The proposal was considered to accord with Policies SP1, TSM2, EMP3 and EMP4 of the Local Development Plan; • An alternative pedestrian route exists between the site and Kidwelly and could be improved through maintenance works and planning conditions; • The scale of the development is modest and is unlikely to generate significant pedestrian or traffic movements; • Any concerns relating to the condition, surfacing, signage, drainage or management of the pedestrian route could be addressed through planning conditions; • The proposal would utilise existing buildings and infrastructure and would not result in unacceptable impacts on landscape character, ecology or drainage. Reference is made to the Council's Ecologist raising no objection subject to conditions; • The economic benefits arising from increased visitor accommodation and visitor spending weigh in favour of the development. It was proposed and duly seconded that the application should be deferred to enable Planning and Highways officers to see what improvements could be made, before the application is returned to the Committee.
RESOLVED that the report be noted.
Apologies for absence were received from Councillors D. Owen, J.D. James and M. Thomas.

Decision as recorded
RESOLVED that the report be noted.
The Committee considered the Planning Appeals Report which provided information relating to lodged planning appeals as at 14th September 2026. The report noted that there remained a backlog of new appeals waiting to be validated and started by PEDW. For several customer service, operational and resource reasons they have taken the decision to prioritise our Householder, Advert and Minor Commercial Appeal Services by starting these appeals ahead of other casework at this time. Except for a limited number of specialist cases that require bespoke procedural administration, all other casework will be dealt with in order of date of receipt. The Senior Development Management Officer presented the report and noted that two appeals had been determined since the previous report, both of which were dismissed/planning permission refused. UNANIMOUSLY RESOLVED that the report be noted.
UNANIMOUSLY RESOLVED that the minutes of the meeting of the Committee held on the 27 August, 2026 be signed as a correct record.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
