RESOLVED that the update be received
The Committee received an update on the policies regarding Hackney Carriage and Private Hire Vehicles, Drivers and Operators. This was to provide members with an update regarding these policies prior to consultation with interested parties. The Senior Licensing Officer presented the report and advised that following the failure of the Taxi Licensing Bill to pass in the Senedd, the authority had continued to standardise its policies with other local authorities in Wales. The aim is to harmonise enforcement across authorities and improve accessibility as well as customer service. It was proposed that the Taxi Policies become one large document encompassing all the supplementary polices and conditions that relate to taxi and private hire licensing. This will simplify matters for applicants and licensees as all the necessary documents will be available in one place. The main changes were as follows: - Requirement for drivers to join the Disclosure & Barring Service (DBS) Update Service and have a DBS check every 6 months. - Updating the Hackney Carriage / Private Hire Dual Driver Conditions - Group 2 Medical Standard - Adopting the IOL Convictions Policy - Updating the Hackney Carriage Vehicle and Private Hire Vehicle Licence Conditions - Updating the Private Hire Operator Licence Conditions In response to a question regarding people from out of county applying for licenses in Carmarthenshire, the Senior Licensing Officer advised that under the legislation they were unable to prevent this, but that drivers licensed in Carmarthenshire would also need their vehicles to be licensed in the county. The Committee was also advised of the Intended Use policy, where a Hackney Carriage vehicle will not be licensed if it is not being predominantly used in the county, and that applicants from anywhere had to go through the same application process and knowledge test. A question was also asked about the Institute of Licensing Convictions Policy, and the Senior Licensing Officer advised that this policy would guide members on the appropriate sanction for specific convictions, but that members would still have discretion to make their own decision on license applications or revocations. UNANIMOUSLY RESOLVED that the update be received
UNANIMOUSLY RESOLVED, pursuant to the Local Government Act 1972, as amended by the Local Government (Access to Information) (Variation) (Wales) Order 2007, that the public be excluded from the meeting during consideration of the following items as the reports contained exempt information as defined in paragraph 12 of Part 4 of Schedule 12A to the Act.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
