RESOLVED that the Standard Charge for Local Authority Older People residential care homes be increased from £916.64 to £967.84 for mainstream beds and dementia care beds remain at £1,090.62.
The Cabinet Member considered a report which proposed that for 2026-27 the Standard Charge for Local Authority Older People residential care homes be increased from £916.64 to £967.84 for mainstream beds and that the dementia beds rate remains at £1,090.62. For residents placed by this authority into our own Local Authority Homes the effective date for the new rates is 1st June 2026. For those residents placed in our homes by other Local Authorities the effective date for the new charges to those authorities is the 6th of April 2026. The charges are increasing by 3% to cover an anticipated 3.5% increase in pay, and other smaller increases, and it was noted that the rates being set are very close to those in the private sector. The Cabinet Member was also advised that the authority was looking to move the date where these charges are updated in future to April to bring it in line with the start of the financial year. The Senior Business Support Manager Social Care presented the report and noted that there are currently 7 council-run residential homes in Carmarthenshire, offering a total of 248 beds and that there were no proposed changes to the number of Local Authority beds in 2026-27. It was noted that inflationary pressures were higher than last year, with pay costs projected to rise by 3.5% (2026-27 pay award pending formal agreement). The proposed increase in residential home fees from £916.64 to £967.84 per week (a 5.58% rise) would match private sector rates and provide more choice for service users and families under the Choice Policy (Social Services and Well-being Act 2015). For Dementia Care, the Authority aimed to keep rates competitive with private homes by increasing occupancy. RESOLVED that the Standard Charge for Local Authority Older People residential care homes be increased from £916.64 to £967.84 for mainstream beds and dementia care beds remain at £1,090.62.
