The Cabinet Member considered a report on progress with the Revised Local Development Plan (LDP) following publication of the 2nd Deposit Revised LDP and its submission to Welsh Government for examination. The examination commenced in Summer 2024, with public hearing sessions held between October and November 2024, and further sessions in September 2025 to consider additional sites. These hearings resulted in a number of action points requiring further information and/or amendments to the Revised LDP Written Statement and Proposals Maps. In response, a Schedule of Matters Arising Changes (MACs) had been prepared and agreed with the Planning Inspectors under the Council’s scheme of delegation. The MACs were intended to address the Inspectors’ action points and ensure the Revised LDP was sound and consistent with national planning policy. The proposed changes were grouped into: • Matters Arising Changes (MACs) – substantive changes proposed for public consultation. • Minor Editing Changes (MECs) – non‑material editorial changes, presented for information only and not subject to consultation. Supporting Integrated Sustainability Appraisal (ISA) and Habitats Regulations Assessment (HRA) reports specific to the MACs had been prepared. These assessed potential sustainability, environmental and habitat impacts arising from the proposed changes. It was noted that a formal public consultation on the MACs and associated ISA and HRA was proposed to run from 11 May 2026 to 26 June 2026, after which consultation responses would be submitted to the Planning Inspectors. The next formal stage would be receipt of the Inspectors’ binding report of recommendations. In response to a query regarding the consultation process and the resulting engagement, officers advised that all the marked-up changes were publicly available and that the process was completely transparent. All information as part of the examination process is in the public domain. It was noted that a significant number of representations had been received which was encouraging. The Cabinet Member observed that while the maps were referenced to allocated sites they did not contain the level of detail required to make it easy to identify the exact location. Officers advised that the information was in-line with Welsh Government requirements. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
