Following a presentation by the Senior Development Management Officer, the Committee was advised that the Head of Place and Sustainability was recommending refusal of the application for the reasons detailed within the written report. Whilst having regard to those refusal reasons detailed, the Committee considered the application should be granted contrary to the Head of Place and Sustainability’s recommendation on the basis it was felt that:- 1. There was Rural Enterprise justification for the dwelling based on existing size of the farm acreage and the scale of the farm operations. 2. The Committee considered that it was not necessary for the proposed dwelling to be connected to the existing farmhouse, as there was no risk of fragmentation of the farm unit. 3. The Committee concluded that the application of a TAN 6 Rural Enterprise occupancy condition should not be imposed as a matter of course, and that the Committee was entitled to exercise its own judgement in this regard.
There were no apologies for absence.
