RESOLVED that the Audit Wales Audit of Accounts report for Carmarthenshire County Council for 2024/25 be received.
The Committee considered the Audit Wales Audit of Financial Statements Report. The report summarised the main findings arising from the audit undertaken by Audit Wales of the Authority’s accounts for 2024/25. The Auditor General was responsible for providing an opinion as to whether the financial statements gave a true and fair view of the position of Carmarthenshire County Council as at 31st March 2025. The Committee was informed that there were no misstatements identified in the financial statements which remained uncorrected. The Committee’s attention was however drawn to a significant issue identified during the audit whereby the Authority had not initially provided sufficient evidence to support IFRS16 figures. It was emphasised that this was a complex accounting standard which had significantly changed the accounting treatment and disclosures required for leased assets for the 2024-25 financial statements. The issues related to a delay in receiving the working papers to support the figures and also errors identified as part of the initial testing which were subsequently reviewed and corrected by the Authority. The Committee was advised that Audit Wales had therefore put forth a recommendation for the Authority to review its lease data to ensure that it was accurately supported by underlying evidence. The Committee was pleased to note that Audit Wales intended to issue an unqualified true and fair opinion on the accounts, which would be issued upon receipt of the Letter of Representation. Audit Wales extended its gratitude to the officers within the Council for their cooperation throughout the audit process which was considered invaluable in completing the audit effectively. The Committee was pleased to note the positive outcome which provided a level of assurance in respect of the Authority’s financial standing and adherence to relevant financial processes. UNANIMOUSLY RESOLVED that the Audit Wales Audit of Accounts report for Carmarthenshire County Council for 2024/25 be received.

Reference was made to the revenue budget set out at section 1.2.1 of the report whereby, at the request of the Committee, a specific budget line had been included in respect of the schools delegated budget to clearly illustrate the deficit balance and associated challenges faced in respect of schools. Officers responded to the issues/observations raised by the Committee. The main matters were as follows: · In response to a query regarding the actions taken to address the school budgetary position, the Director of Corporate Services confirmed that the current position showed a forecast over-expenditure of £9m at year end which was considered both unacceptable and unsustainable. The Committee was appraised of the actions undertaken to date and advised that the Cabinet would imminently be considering options on the way forward, including implementation of the intervention board, approval of licensed deficits in appropriate circumstances, and an array of support mechanisms to assist schools in reaching a recoverable budgetary position. The Committee requested that a follow up report be included on its Forward Work Plan to ensure that the actions undertaken by schools and the council were effectively addressing the issues.
