Following a presentation by the Senior Development Management Officer, the Committee was advised that the Head of Place and Sustainability was recommending approval of the application, subject to the conditions, for the reasons detailed within the written report. Representations were received from a Local Member objecting to the application. The concerns raised related to: - Background noise from its operation and the impact on the local residents, wildlife, and ecology. - Noise disturbance from maintenance. - Visual impact: that it will be seen from a residents garden and house. - The fire/explosion risk to neighbouring properties - Its siting close to residential properties. The Senior Development Management Officer responded to the issues raised. 3.2 RESOLVED that the following planning application be granted contrary to the Head of Place and Sustainability’s recommendation of refusal. This would be subject to agreement of conditions to be set out in a future report for Planning Committee approval. PL/05096 ERECTION OF GAZEBO (RE-SUBMISSION PL/04069 - REFUSED ON 24/06/2022) AT THE COACH HOUSE, ABERGORLECH, CARMARTHEN, SA32 7SN Following a presentation by the Senior Development Management Officer, the Committee was advised that the Head of Place and Sustainability was recommending refusal of the application for the reasons detailed within the written report. The Committee referred to the report of the Head of Place and Sustainability detailing the reasons for recommending refusal of application on the basis that it was contrary to planning policies SP13, SP14 and SP2. The report noted that this was due to the impact upon the character, appearance and overall setting of the Abergorlech Conservation Area within which the site is located and its impact on the nearby listed highway bridge, along with ecological impacts and flood risk impacts associated with the ground works undertaken. Whilst having regard to those refusal reasons, the Committee considered the application should be granted contrary to the Head of Place and Sustainability’s recommendation on the basis it was felt that: • There was not a significant increase in flooding risk from the ground works and gazebo. • The gazebo does not have a negative effect on the character, appearance and overall setting of the Abergorlech Conservation Area as there is another gazebo nearby of the same type. • There was not a proven ecological impact to the otter population of the river. 3.3 RESOLVED that the Committee be minded to approve the following planning application contrary to the Head of Place and Sustainability’s recommendation of refusal. This would be subject to agreement of conditions to be set out in a future report for Planning Committee approval. PL/08581 TEMPORARY SITING OF STATIC HOME FOR 2 YEARS TO PROVIDE ACCOMMODATION FOR EMPLOYEE TO ALUN DAVIES (CAIO) LTD AND TO ASSIST ON THE FARM DURING BUSY TIMES AT TY CILGAWOD, CAIO, LLANWRDA, SA19 8PG (Note: Councillor D.E. Williams left the meeting for part of this item. As a result, he was unable to hear the entirety of both the presentation and discussion and therefore did not participate in the discussion or vote.) Following a presentation by the Senior Development Management Officer, the Committee was advised that the Head of Place and Sustainability was recommending refusal of the application for the reasons detailed within the written report. Representations were received from a Local Member in support of the application on the following grounds: - The applicant is employed full time with Alun Davies Builders Caio and works on the Davies family farm. - The applicant currently lives in rented. accommodation around five miles from the farm, with unsustainable rent levels and no other reasonable options for accommodation. - That the application meets Policy H9 Residential Caravans criteria: as the applicant is an essential worker, in agriculture, forestry or other appropriate employment undertaking who must live on the spot rather than in a nearby settlement. - That the application is for a temporary siting, so this will not be a permanent development in the open countryside. The Committee referred to the report of the Head of Place and Sustainability detailing the reasons for recommending refusal of application. This was on the basis that it was contrary to Policy H9 of the LDP and TAN6 which set out circumstances where residential caravans may be considered acceptable. Whilst having regard to those refusal reasons, the Committee considered the application should be granted contrary to the Head of Place and Sustainability’s recommendation on the basis it was felt that the applicant was an essential worker in agriculture, and that this was consistent with Policy H9. The Committee also considered that the support of economic wellbeing and rural enterprise was a material planning consideration, as well as reducing road traffic due to the applicant no longer needing to commute to the farm. 3.4 RESOLVED that the following planning application be deferred to enable the Committee to undertake a site visit: PL/07059 A ONE PLANET DEVELOPMENT WHICH WILL COMPRISE ONE TIMBER FRAMED, SINGLE STOREY DWELLING AND ANCILLARY BUILDINGS IN ADDITION TO HORTICULTURAL AND COPPICE AREAS AT LAND NORTH WEST OF CWMCASTELL FAWR, CARMARTHEN, SA33 6EG Following a presentation by the Senior Development & Enforcement Manager, the Committee was advised that the Head of Place and Sustainability was recommending approval of the application, subject to the conditions, for the reasons detailed within the written report. It was proposed and seconded that the Committee undertake a site visit in order for them to be able to fully assess the nature of the site.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
