RESOLVED that a £50 charge per enquiry for household permitted development enquiries be implemented.
The Cabinet Member considered a report which provided a comprehensive understanding of the financial, regulatory, and operational implications for the introduction of fees for permitted householder development. The Cabinet Member reviewed the alternative options available, as set out in the report, however in view of the increasing demand for household permitted development enquiries, the imposition of a charge for the service was considered appropriate to support the service’s ambition to become fully cost recoverable and would bring the council in line with other Local Authorities who set a charge for the service. RESOLVED that a £50 charge per enquiry for household permitted development enquiries be implemented.

RESOLVED that 4.1 The successful on-going performance of the project be noted; 4.2 The changes to the charging schedule outlined within the report as part of the current adopted Caeau Mynydd Mawr Supplementary Planning Guidance (SPG) be endorsed; 4.3 The consultation on the proposed changes to the Caeau Mynydd Mawr SPG be approved.
The Cabinet Member considered a report on the progress and implementation of the Caeau Mynydd Mawr Marsh Fritillary Project which had been introduced in 2013 to support the protection, enhancement and management of the internationally protected Marsh Fritillary Butterfly and its protected network of habitats within and around the Cross Hands area. The report outlined the ongoing need of the project in statutory terms and its critical role in supporting the strategic delivery of growth and development within the Cross Hands area. It was considered that there was a need to increase the level of financial contribution sought from developments to reflect revised evidence and that of the forthcoming Supplementary Planning Guidance (SPG) in relation to the Revised Local Development Plan (LDP), as detailed within the report. The revised charging schedule (not exhaustive) was previously approved by Council in January 2021 following a public consultation as part of the new SPG to be adopted concurrent with the Revised LDP, as follows: · Housing: £1,531 per dwelling; · Commercial/Retail: Site area pro rata with equivalent of 30 dwellings per hectare (£45,930); · Employment: Site area pro rata with equivalent of 30 dwellings per (£43,930); · Education/Community: Site area pro rata with equivalent of 30 dwellings per hectare (£43,930); · Transport/highways infrastructure: Site area pro rata with equivalent of 30 dwellings per hectare (£43,930). It was reported that the proposed changes to the charging schedule would be subject to a further public consultation for 6 weeks and the responses received would be reported back through the democratic process ahead of implementation.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
