The Cabinet Member considered a report reviewing the updated Contaminated Land Strategy prior to being publicised on the Carmarthenshire County Council’s website. It was noted that the strategy linked in with the Welsh Government objectives, planning policies, and addressed contaminated land aligning with several key objectives within the Council’s Corporate Strategy. The strategy’s aims included: - to fulfil the Council’s statutory responsibilities to implement environmental legislation - to minimise the risk to health and the environment - to reduce the Council’s impact on the environment - to encourage investigation or remediation through regeneration and redevelopment - to raise awareness and promote understanding of land contamination issues It was noted that the updated version reflected changes around terminology and policy alignment, rather than altering any core principles on how contaminated land was dealt with, and the emphasis continued to be on protecting human health and the environment while operating in a proportionate and transparent manner. Reference was made to the increasing volume of the workload and concerns were raised about resilience and capacity within the team. The Cabinet Member duly considered recommendations and agreed that officers explored means of securing additional resources and capacity to secure resilience within the section. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
