The Cabinet considered a report detailing the Council Tax Base calculations in respect of the financial year 2026-27. Council, at its meeting on 8th December, 2004 resolved that calculation of the Council Tax Base be designated an executive function. The County Council was required, on an annual basis, to determine its Council Tax Base and the Council Tax Base of each community within its area for the purpose of setting the level of Council Tax for the forthcoming financial year. In a correction to the report, the Cabinet Member for Resources referred to the financial implications and clarified that the tax base calculation was expressed in terms of Band D equivalent showed a very marginal decrease of approximately 0.007% for 2026-27 compared with 2025-26. The Cabinet Member for Resources concluded that the collection of Council Tax was becoming increasingly harder in recent times and whilst the Council had held the collection rate at 97.5% for a further year, this may not be possible in future years due to the increased challenges in this regard. The Council Tax Base calculation put forth for Cabinet’s consideration had been undertaken in accordance with the established process, and which took into account an increase in the second home premium. RESOLVED : 9.1 that the three year Budget Strategy 2026/27 to 2028/29 be approved and the strategy be used to support the budget consultation and form the basis of the final budget proposals; 9.2 to note the budget reductions/savings proposals in Appendix A, which will be considered as part of the consultation; 9.3 to note the 2026/27 shortfall of £3.5m in the current strategy, which will be given further consideration at the completion of the consultation as noted in paragraph 4.3 of the report. 9.4 To note the significant risks outlined in paragraph 3.5.2 and throughout the report; 9.5 To commit to the ongoing engagement and refinement of the Medium-Term Financial Plan to achieve a balanced and sustainable budget.
The Cabinet considered a report which provided an overview of the revenue budget for 2026/27 and the following two financial years. The report detailed the budget process, the current Welsh Government provisional settlement, the final settlement timetable and identified the validation and budget pressures for consideration by members in setting next year’s revenue budget. In this regard it was noted that the information contained within the report would form the basis of the budget consultation process that would be undertaken during January. The report indicated that the proposed financial model for 2026/27 had been shaped by significant uncertainty and required savings of £9.6 million combined with a 6.5% council tax increase. Despite that, a funding gap totalling £3.5m remained which would need to be bridged through a combination of additional savings, additional council tax and/or an emergency use of reserves. However, the Cabinet Member for Resources advised that since the publication of the report a Senedd budget deal had been agreed that would provide an extra allocation of almost £300m in additional investment for councils, the NHS and social care. For Carmarthenshire this would mean an RSG uplift of 4.1% to run its day-to-day services and equated to an additional funding allocation of almost £7m. Accordingly, this funding would enable the council to eradicate the draft budget deficit of £3.5m, lower the proposed increase of 6.5% in Council Tax, provide funding to maintain or enhance specific services and remove some of the savings proposals under consideration. The Cabinet Member for Resources emphasised that whilst the additional funding was positive and to be welcomed, the budget pressures facing the council remained significant and ongoing. Reference was made to the forthcoming public consultation period whereby residents were encouraged to engage in the process to enable the council to listen to the views of the public and allow consideration of appropriate action to be taken within the resources available. UNANIMOUSLY RESOLVED : 9.1 that the three year Budget Strategy 2026/27 to 2028/29 be approved and the strategy be used to support the budget consultation and form the basis of the final budget proposals; 9.2 to note the budget reductions/savings proposals in Appendix A, which will be considered as part of the consultation; 9.3 to note the 2026/27 shortfall of £3.5m in the current strategy, which will be given further consideration at the completion of the consultation as noted in paragraph 4.3 of the report. 9.4 To note the significant risks outlined in paragraph 3.5.2 and throughout the report; 9.5 To commit to the ongoing engagement and refinement of the Medium-Term Financial Plan to achieve a balanced and sustainable budget.
