RESOLVED to approve the revision and renaming of the Email Usage and Monitoring Policy to the Electronic Usage and Monitoring Policy.
The Cabinet Member considered a report on the revision and renaming of the Email Usage and Monitoring Policy to the Electronic Usage and Monitoring Policy and was asked to approve the revisions and renaming. The Chief Digital Officer introduced the report and noted that it was a significant revision to reflect the changing digital landscape. The policy was introduced as the Email Usage and Monitoring Policy in 2016 and last reviewed in 2024. The Cabinet Member was advised that though the previous policy had served the authority well, the scope needed to be broadened to reflect the changing usage of digital communications within the authority and ensure continued compliance with legal requirements, including the General Data Protection Regulation (GDPR) and the Data Protection Act (DPA). Key updates included clearer rules around mailbox access and delegated responsibilities, guidance on phishing awareness, and automated monitoring and filtering rules. The policy was developed as a collaboration between several departments including IT, HR, legal and information management. In response to questions from the Cabinet Member, the Chief Digital Officer advised that: - The reporting tools for suspected phishing activities were administered by the Digital Services team. - The quarantine rules were more stringent for emails coming in, but that any emails leaving the organisation containing confidential information or malicious software would be also quarantined. - Agency and casual workers were covered by the policy in the same way as permanent employees. RESOLVED to approve the revision and renaming of the Email Usage and Monitoring Policy to the Electronic Usage and Monitoring Policy.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
