The Committee considered a report on the essential learning modules and Council member induction modules on Council Learning Platform Thinqi. The Lead Business Partner reminded members that the authority had moved all e-learning to the Thinqi learning management system earlier in the year and drop in sessions had been held for all members in order to make them aware and demonstrate the new system. The Democratic Services Committee had received a separate session on the platform before it had been launched. A copy of a completion report was included and showed that completion of the modules to date had been limited. A full breakdown had been provided to Group Leaders. A number of requests for development topics that had been received during the year were already available on the system and therefore it was proposed to put in place further familiarisation sessions for members to increase participation. The Councillors’ area on Thinqi was split into 3 key areas namely 1) Member Induction Material, 2) Member Development Toolkit which included national WLGA material and 3) Recordings of member development session undertaken in person to allow member to view. A number of modules were considered as essential learning and it was important for members and officers to complete these elements. For ease of reference ‘Essential Learning’ had it’s own tab on the drop-down list on the ThinQi library page, and could be found above the Member’s learning catalogue tabs. The Committee was asked whether it would be beneficial to a) reach out to group leaders to ask them to encourage their members to complete their modules, b) continue with drop in sessions during Council meeting days and c) provide specific 1:1 sessions with members who required additional support. In addition whilst the automatic reminders for completion were not currently active, this was something that could be activated once member were confident in the use of the system. The Committee was advised that a Thinqi icon was available on all laptops on the desktop screen and was a simple single sign on process. It was therefore requested that all Councillors be encouraged to access their personal learning accounts on the ThinQi learning management system, in order to complete Essential learning modules and Member specific Induction modules and that a politely remind be forwarded to all Councillors to ask them to complete the modules relevant to them. The Chair of the Committee advised that in his role as the Authority’s Member Development Champion he would in consultation with the Head of Democratic Services write to all members to encourage completion. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
