The Council was reminded of the requirement for it to review its Constitution on an annual basis and that as part of that process it had established a Constitutional Review Working Group [CRWG] to present any recommended changes. It was reported that the Constitutional Review Working Group met on the 14th April 2025 to review elements of the Constitution, and their recommendations were included in the report, the key ones being as follows: - Proposed changes to the current petition scheme. This would give Scrutiny members more responsibility on how petitions are managed. This proposed new process will be monitored and reviewed on how it’s worked in 12 months’ time. - Changes to the responsibility for functions and scheme of delegation to reflect decisions made by Cabinet during the year and departmental structure changes that have occurred - Changes to the Council procedure rules and Scrutiny reporting mechanism for Crime and Disorder referrals. In conclusion, it was further recommended that delegated authority be granted to the Monitoring Officer to make any departmental changes necessary to the general scheme of delegation to officers as a result of the transfer of functions which will take place over the next few months.
