RESOLVED 7.1 that the budget monitoring report be received and the budgetary position and appropriate corrective action taken be noted; 7.2 that, in respect of significant overspends on specific budget areas, Chief Officers and Heads of Service critically review options available to them to address the ongoing impact.
The Cabinet considered the revenue budget monitoring report which provided an update on the latest budgetary position as at 31st December 2024, in respect of 2024/25. Overall, the monitoring report forecast an overspend for the year at departmental level of £16.9m, including school budgets, with a forecast overspend on the Authority’s net revenue budget of £5.3m. The Cabinet Member for Resources made reference to the fact that many schools setting in-year budgets at levels significantly above funding levels, was leading to a forecast overspend of £10.3m as detailed in Appendix C. In acknowledging that this was unsustainable, it was reported that urgent action was being taken at an individual school level to reduce resourcing levels to bring expenditure in line with available budgets. It was noted that the most significant change to the forecast was that the additional £3.2m grant funding received on 24th December 2024 had now been built into forecasts and had been allocated to individual departments as well as a global sum to delegated school budgets, with the remaining unallocated sum providing a welcome offset to wider pressures at a corporate level. Furthermore, in addition to the figures reported, notification had been received from Welsh Government of additional revenue support grant. Whilst the precise details was unknown, it was highlighted that the additional funding, once confirmed by the Cabinet Secretary and received, would be built into the next revenue budget monitoring report. The Cabinet Member for Resources emphasised that despite the welcome boost in funding, as with all other county councils, finances continue to remain under significant pressure. In regard to the Housing Revenue Account, the current forecast saw an overspend of £1.6m. There remained a high level of responsive repairs driven by demand from tenants. It was reported that an officer working group was currently reviewing how this could be managed better, led by the Deputy Chief Executive, through a more planned programme, the potential to improve the forecast was envisaged. This position would be included within the next budget monitoring position. Furthermore, since the last forecast, there was also a £400k favourable reduction in staffing costs as these had been identified as eligible for Housing Support Grant funding. UNANIMOUSLY RESOLVED 7.1 that the budget monitoring report be received and the budgetary position and appropriate corrective action taken be noted; 7.2 that, in respect of significant overspends on specific budget areas, Chief Officers and Heads of Service critically review options available to them to address the ongoing impact.
