RESOLVED that: 3.3.1 the findings and recommendations of the Audit Wales national report be noted; 3.3.2 the Carmarthenshire County Council response to the recommendations of the national report relevant to the Council be noted.
The Committee received the Audit Wales’ report on Sustainable Development? – Making best use of brownfield land and empty buildings, which was an all-Wales review undertaken to ‘examine how Welsh councils were supporting and encouraging the re-purposing and regeneration of vacant properties and brownfield sites into homes, or for other uses’. The key question being considered was: Are local authorities doing all they can to support and encourage vacant, non-domestic properties and vacant brownfield sites being repurposed into homes or for other uses? The report set out the context of the review, the key findings, together with 3 recommendations. Appended to the report was Carmarthenshire County Council’s response. The following queries/comments were raised in relation to the report: · It was requested that a progress report be included within the Committee’s Forward Work Programme, for consideration after 31st March 2025. Furthermore, it was suggested that the progress report include quantitative data in respect of the number of empty homes and what support was being provided to enable the homes to be brought back into use. The Head of Economic Development and Property agreed to provide a report in the Spring for the Committee to consider. · The Audit Wales Representative in response to a query regarding Brownfield land and ex-industrial sites explained that there was a view across Local Authorities in Wales that Brownfield sites were not considered as solely ex-industrial land. Essentially, it was land that had been developed in some manner but not Green fields. Such land had a number of aspects including empty properties as well as industrial land that had previously been fully developed. There were no barriers found in respect of Authorities understanding the definition of the type of land. · Reference was made to page 17 of the report – UK Issues. In acknowledging the issues identified, it was asked what Audit Wales’ intended to do? In addition, being identified as a constraint on Brownfield developments it was asked what action Audit Wales intended to take in regard to conservation areas and listed buildings. The Audit Wales Representative explained that the query would be raised with the Study Team to understand what action they had taken as a result of identifying the issues. A response to be circulated to the Committee in due course. Audit Wales had undertaken a Financial Sustainability Review in each of the 22 local authorities across Wales. The National Overview report was published in December 2024 and was included in the report for reference as there are no specific recommendations for response. The Carmarthenshire County Council specific report and findings was published in September 2024. The Audit Wales Representative explained that Denbighshire County Council had undertaken a self-assessment following the consideration of the risks that had been identified by CIPFA. To gain more detail on what this entailed, it was agreed that Carmarthenshire Officers would liaise with the team in Denbighshire County Council. · Reference was made to page 10 of the report, paragraph 21. It was asked if there were any plans to explore the concerns that national issues or processes make financial planning more difficult? The Audit Wales Representative referred to their comment made within the report and clarified that in addition, discussions on this matter were taking place within the WLGA and at a more strategic level within the Welsh Government. It was confirmed that this was on the Audit Wales radar in terms of risks and assurance. · In commenting that the report was a very useful and informative report, thanks were extended to Audit Wales for their work. The Director of Corporate Services took the opportunity to explain to the Committee the budgetary process, together with the timing and challenges that were arising. It was emphasised that the Authority worked hard to plan for the future by way of a 5-year Capital Plan, 3-year Medium Term Financial Plan and the Departmental Business Plans. In addition to the changes in budget settlements, other challenges were recognised e.g. demands to increase services from society as well has having to respond to last minute changes from Welsh Government and UK Government. The following points/queries/comments were raised in relation to the Financial Sustainability Review – Carmarthenshire County Council (September 2024) report: · In commenting that the report was generally positive but acknowledged the key challenges and pressures being faced, it was asked how the integrating of the reporting and delivery of the corporate objectives would be achieved? The Director of Corporate Services stated that they would do their utmost to integrate as much as possible. It was explained that the Corporate Strategy, business planning process together with the budget considerations would serve to achieve integration. The Corporate Policy and Partnership Manager added that in relation to the Business Plans, when published there was an understanding that they were developed based on the information at a point in time and that they were subject to change which from a performance management perspective was a challenge. · Consideration was given to the Recommendations made by Audit Wales set out in Exhibit 1 and the need for Committee to monitor progress with the Council’s response to these. UNANIMOUSLY RESOLVED that: 3.4.1 the findings and recommendations of the Audit Wales national report be noted; 3.4.2 the Carmarthenshire County Council response to the recommendations of the national report relevant to the Council be noted. 3.4.3 the Committee monitor progress with the action being taken in relation to the Management Responses to the recommendations in the local report.
