RESOLVED that the Early Help Strategy for Children, Young People and Families in Carmarthenshire 2025-27 be agreed.
The Cabinet received the new Carmarthenshire Children and Families Early Help Strategy, which outlined the Council’s approach to Early Help and set out a clear vision to enable early intervention in supporting the needs of children and their families. The strategy aimed to create a shared understanding of Early Help and to embed it as a consistent approach across all services and organisations. This would ensure that families were able to access the support they needed wherever and whenever required, to prevent problems from escalating and to reduce the need for more intensive statutory interventions. The report noted that, as the reach of Early Help continued to expand, there would be a corresponding need to increase capacity within Early Help Teams. It was envisaged that the invest to save strategy would require ongoing review in-line with this expansion, supported by cost benefit analysis to enable continuous evaluation of the position alongside the further development of data collection. UNANIMOUSLY RESOLVED that the Early Help Strategy for Children, Young People and Families in Carmarthenshire 2025-27 be agreed.

RESOLVED that the draft Prevention Strategy for Carmarthenshire – Living Well in Carmarthenshire, be approved.
The Cabinet received for consideration the draft Prevention Strategy for Carmarthenshire report – Living Well in Carmarthenshire. The report noted that the strategy set out a 10-year vision to embed prevention and early intervention across Carmarthenshire, with the aim of shifting the focus from reactive care to a more proactive care. It was noted that the key objectives were:- • To Promote healthier lifestyles and reduce health inequalities. • To Support people to live independently and well for longer. • To Reduce demand on statutory services through early intervention. • To Foster collaboration across sectors including health, social care, third sector, and communities. The report identified five key opportunities to drive change as: 1. Improving Access to Information and Advice – ensuring residents and professionals can easily find and share accurate, up-to-date resources. 2. Empowering the Public – enabling individuals to take ownership of their health through education, activities, and support. 3. Smarter Prevention – using data and intelligence to target interventions and measure impact. 4. Collaboration and Innovation – embedding prevention across all sectors and services through joint working and creative solutions. 5. Timely Support to Prevent Escalation – ensuring timely support to avoid crisis and reduce pressure on statutory services. The Cabinet was advised that the Early Help Strategy for Children, Young People and Families in Carmarthenshire 2025-27 and this strategy, dovetail a whole-system approach to prevention across the county.
