The Cabinet Member considered a report on Pride in Place Neighbourhood which sought for the Expression of Interest with the proposed Neighbourhood identified within Carmarthenshire that would serve as the focus for the Pride in Place Programme. The report stated that the Pride in Place Programme was a key initiative under the UK Government’s Local Growth Programme, aimed at building stronger communities, creating thriving places, and empowering local residents. The Cabinet Member noted that Carmarthenshire County Council had been selected for an award under the Pride in Place Programme, which would provide up to £20 million over ten years to support locally designed regeneration activities in a single, defined neighbourhood. The report outlined how the neighbourhood for investment was chosen and listed the required criteria. It was reported that in total 22 neighbourhood options had been considered at long-listing and shortlisting. The proposed neighbourhood included Tyisha, three Lower Layer Super Output Areas (LSOA’s) in Glanymor, and one LSOA each in Bigyn, Elli and Lliedi. Tyisha and the core of Glanymor, plus Llanelli town centre were also included. Combined, the area had a population of 13,810 at the time of the 2021 census, which was within the maximum population threshold. A map depicting the proposed areas was included at Appendix 1, appended to the report. In response to the Cabinet Member's query concerning the consultation process, the Officers present reported that although the limited timeframe for Expressions of Interest submissions did not permit Scrutiny review, 10 out of 11 consulted Local Members had provided supportive feedback. Additionally, it was noted that the local MP and MS had been informed and expressed their support for the proposed neighbourhood. The Cabinet Member noted that the Expression of Interest with the identified Neighbourhood was to be submitted to UK Government by the deadline of 9th January 2026. Officials from the Wales Office and the Ministry of Housing, Communities & Local Government would then review the proposed neighbourhood against the agreed criteria for approval. RESOLVED that the proposed Neighbourhood that comprises Tyisha 1, 2 & 3, Glanymor 1, 2 & 4, Bigyn 4, Elli 2 and Lliedi 1 be approved.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
