The decisions as the council's minutes record them. A plain-language summary follows once it has been written.
RESOLVED that the following planning application be granted subject to the conditions detailed within the Report/Addendum of the Head of Place and Sustainability and or reported at the meeting:- PL/08375 Formation of agricultural track and hardstanding, siting of portable steel container for agrictultural machinery storage (part retrospective) at land adjacent to Y Drim, Ponthenri, Llanelli, SA15 5NY The Senior Development and Enforcement Manager referred to the private site visit undertaken by the Committee earlier that day (minute 3.1 of the Planning Committee held on the 19th June, 2025 refers), the purpose of which was to enable the Committee to view the site in light of concerns raised in relation to the highway impacts of large agricultural vehicles and machinery, accessing the site and the risks to pedestrians. He referred, with the aid of PowerPoint slides, to the written report of the Head of Place and Sustainability which provided an appraisal of the site together with a description of the proposal, a summary of consultation responses received and information relating to the local and national policies relevant to the assessment of the application. The Committee was advised that the Head of Place and Sustainability was recommending approval of the application for the reasons detailed within the written report. A representation was received from the local member objecting to the application, on the basis that there was a lack of agricultural justification for the access road and hardstanding area. It was suggested that the applicant should utilize a separate access to the site via the B4317. There would be highway impacts of large agricultural vehicles and machinery accessing the site via Y Drim and there would be risks to pedestrians and young children who live and play in the estate. There would be restricted access to the site via Y Drim estate by virtue of the level of on street parking. There would be a negative impact upon biodiversity in terms of the proximity to existing trees and the development would not result in a net gain for biodiversity. The Senior Development and Enforcement Manager responded to the points raised.
An apology for absence was received from Cllr. B.D.J. Phillips
There were no declarations of personal interest.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
