The Cabinet Member received a report on the Foodbank Revenue Support fund which sought approval for the establishment of the fund and to approve delegation to the Head of Economic Development & Property to award funding to successful applicants. It was reported that as part of the Welsh Governments Emergency Food Aid Grant 25/26, Carmarthenshire County Council had been allocated a budget of £56,625 (revenue funding). A further £27,958 had been received from Welsh Government’s Direct Food Fund. It was noted that all foodbanks in the County would be invited to submit an expression of interest for funding which would be assessed by the Bureau’s grant panel. The Authority would enter into an agreement with the successful recipients of the grants and that there would be a requirement that all foodbanks work closely with the Hwb service to ensure the provision of a full wrap around advice and support service for those accessing the foodbanks. Resolved to approve: 3.1 the establishment of the Revenue Foodbank Support fund which is supported by the Welsh Government Emergency Food Aid Fund and Direct Food Fund. 3.2 delegation to the Head of Economic Development & Property to award funding to successful applicants.

The Cabinet Member received a report on the options available to the Council for dealing with the 3 newly renovated homes at Brynmefys, Llanelli. It was noted that in early 2022, it was agreed that the only viable option for the estate was to demolish the vacant properties and refurbish the 3 Council owned dwellings adjoining the owner-occupied homes. The vacant homes have been demolished and the work on the 3 renovated homes due to be completed in September 2025. The Cabinet Member was advised that historically there was a low demand for social housing in the area and therefore alternative options needed to be considered to maximise the benefits of these homes. The report advised that in May 2024 a proposal was presented to Cabinet for the development of Low Cost Home Ownership (LCHO) products for Carmarthenshire. It was agreed that HRA LCHO products could be developed to use on selected Council new build sites where there was a clear need for LCHO. It was also agreed that approval would be sought from the Cabinet Member for Homes & Deputy Leader on a site-by-site basis. The Cabinet Member requested that officers ensure that when available the 3 new homes are advertised on Canfod Cartref / the housing register. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
