The Cabinet Member considered a report to confirm the weekly rental adjustment for Penybryn Residential Gypsy and Traveller Caravan Park for the 2026/27 financial year. The Cabinet Member was informed that while all Local Authorities and Housing Associations in Wales had aligned themselves to the social housing rents policy in relation to rental levels for social housing, the Penybryn site did not form part of the Housing Revenue Account, and therefore the rental levels charged were not governed by the Welsh Government’s rents policy. However, it was considered fair and reasonable for rents at the site to be increased by the same formula applied to Council tenants. The report proposed that for the financial 2026/27 year, a 4.3% increase be applied and it was recommended that the weekly rental levels for 2026/27 be set at £70.66 per week (excluding service charges and water rates) providing an annual income of £55,115 for 2026/27, assuming full occupancy of all 15 pitches throughout the year. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
