RESOLVED that the updated Corporate CCTV Policy be approved.
The Cabinet Member considered a report proposing revisions to the Corporate CCTV Policy, which was created in 2020. Given advances in technology and the expansion of CCTV systems since that time, an update was required to ensure legal compliance. The report outlined how CCTV was deployed, operated, governed and monitored to protect people, property and council assets, while safeguarding individual privacy and ensuring compliance with data protection legislation. The revised policy proposed to modernise and strengthen the Council’s governance of CCTV by: • Expanding the scope to include all current surveillance technologies used across services, including vehicle‑mounted cameras, body‑worn video, drones and smart doorbells. • Clarifying roles, responsibilities, and accountability. • Embedding mandatory processes for procurement, deployment and governance of CCTV systems. • Aligning with the Amended Surveillance Camera Code of Practice (2022). • Addressing issues raised through recent internal audits. • Providing clearer rules on access, retention, data security and transparency. It was noted that staff received training on installation or on renewal of the kit provided. RESOLVED that the updated Corporate CCTV Policy be approved.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
