The Cabinet Member received a report seeking approval for the proposed delivery arrangements for the Pride in Place Impact Fund (PiPIF) in Carmarthenshire. It was noted in the report that the PiPIF was a UK Government initiative launched in September 2025, providing up to £150 million across England, Scotland, and Wales to support visible improvements in communities identified as being “in need.” Carmarthenshire has been allocated £1.5 million of Capital funding. Delivery of the programme must be completed by March 2027. The Cabinet Member was advised that although the funding was split over the 2025/26 and 2026/27 financial years, any funding for the first year could be carried over into the latter. The Cabinet Member noted the importance of this given that the funding was delivered late in 2025/26. It was also noted that the funding was split into two strands: £750k for the three ‘primary towns’ of Llanelli, Ammanford and Carmarthen, and £750k for the rural ‘Ten Towns’. The Cabinet Member was advised that for the ‘Ten Towns’ strand, public consultations were currently being planned in each of the towns to refresh their economic growth plans and these would feed into the proposed actions in these towns. RESOLVED to approve 3.1 the proposed delivery plan for the PiPIF programme in Carmarthenshire. 3.2 the consultation and engagement approach as outlined. 3.3 programme flexibility, allowing budget movement between strands where required. 3.4 the governance arrangements, including PMO delivery and Section 151 oversight.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
